DEFINITION:
Under the direction of a supervisory officer in a state the Department performs independent research and planning tasks of substantial technical complexity in the areas of health care finance, economic aspects of health planning, or case-mix reimbursement; supervises the work of Health Economics Research Specialist II and III; and perform related work as required.

EXAMPLES OF WORK:
Under limited supervision, independently undertakes research projects in the areas of health care facilities finance, reimbursement issues, capital finance, case-mix reimbursement, finance/planning and finance/quality relationships, and related matters.
Directs and supervises the assembly, correlation, and analysis of financial, economic, utilization, facility, and demographic data contained in existing reports to the Department of Health on health care services, health care costs Certificates of Need, and related matters.
Develops a database for state health finance, case-mix, and health planning research, and quality assessment programs; coordinates utilization of this database with health care provider groups, third-party payers, governmental and other agencies.
Makes public presentations of research plans and findings; represents the Department at professional meetings and conferences; provides education to the industry and the public on important findings of research and major issues related to health care finance.
Assists in the formulation of Department policy on reimbursement for capital expenditures by health care facilities, long-range financial and reimbursement and planning activities.
Under limited supervision, prepares research reports recommendations, and analytic studies.
Provides technical assistance and device to other units in the Department when they have informational research needs related to health care facilities, finance, reimbursement, costs, or capital planning.
Train subordinate personnel in the planning and conduct of research studies in health finance, reimbursement, planning, and economics, and the preparation of research reports.
Supervises the work program and/or task performances of Health Economics Research Specialist II and III and Health Care Facility Analysts II and III and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.
Participates in administrative planning; in organization, administrative, and procedural studies; and assist in introducing new techniques and methods to improve administration.
Engages in complex technical correspondence in the course of official duties.
Supervises maintenance of essential records and files.
May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
REQUIREMENTS:
NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
Eight (8) years of professional experience in health care research, financial or management operation of a health care facility or organization, a governmental agency responsible for health care programs, third-party health insurance carrier, health care related research industry or university setting or management consulting firm in the health care field, including or supplemented by eighteen (18) semester hour credits in any combination of the following courses: finance, management, accounting, mathematics, economics, statistics, computer science, quantitative analysis, and/or research methods.
OR
Possession of a bachelor's degree from an accredited college or university, including or supplemented by eighteen (18) semester hour credits in any combination of the following courses: finance, management, accounting, mathematics, economics, statistics, computer science, quantitative analysis, and/or research methods; and four (4) years of the above-mentioned professional experience.
OR
Possession of a master's degree from an accredited college or university in Hospital Administration, Business Administration, Public Administration, Economics, Finance, Planning, Public Health, Biostatistics, or any related health field; and three (3) years of the above-mentioned professional experience.
