ASSISTANT COUNTY ENGINEER
DEFINITION:
Assists the County Engineer with the difficult field and office engineering work involved in the design, maintenance, and construction of public infrastructure and facilities, including highways, bridges, roads, and sewers, and does other types of engineering work; does other related duties as required.

EXAMPLES OF WORK:
Performs and supervises engineering work involved in designing, planning, and implementing county infrastructure and civil engineering projects.
Prepares and/or reviews construction plans and engineering drawings.
Prepares and/or reviews as-built construction plans, engineering drawings, or other project-related reports.
Serves as the County Engineer in his/her absence.
Assists the County Engineer with general planning and management of complex construction projects and with inspections and approvals of plans and design specifications.
Performs complex mathematical and engineering calculations.
Prepares reports on construction expenses for the cost of materials and work-hour expenditures used for county projects.
Supervises the drafting of construction plans and engineering drawings by division staff.
Consults with general contractors on construction projects.
Advises inspectors of design specifications to use during inspections to determine if the work completed meets the targeted goals and objectives of the construction project.
Provides guidance and professional advice to subordinates whenever difficult and unusual problems arise.
Supervises or conducts surveys, investigations, and field tests of civil engineering projects as needed.
Supervises or conducts investigations of the conditions of public facilities, structures, and equipment as needed.
Provides technical assistance to surveyors, engineers, planners, developers, and the general public regarding county infrastructure.
Develops effective work methods for lower-level division staff.
Prepares or supervises the drafting of construction plans, engineering drawings, design specifications, and project graphs.
Cooperates with county officials, state departments, and other stakeholders when preparing design specifications and construction plans for long-range county projects or improvements to public infrastructure.
Prepares reports with findings, conclusions, and recommendations on county projects and infrastructure.
Supervises the establishment and maintenance of engineering records and related files.
Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
REQUIREMENTS:
EDUCATION:
Graduation from an accredited college or university with a Bachelor's degree in Civil, Mechanical, or Electrical Engineering.
NOTE: A Bachelor of Science degree in Engineering Technology (BSET) in a field related to Civil, Mechanical, or Electrical Engineering from an accredited college or university having a curriculum approved by the Accreditation Board of Engineering Technology (ABET) may substitute for the above education requirement.
NOTE: Possession of a Professional Engineer's License issued by the NJ State Board of Professional Engineers and Land Surveyors may be substituted for the above education requirements.
EXPERIENCE:
Two (2) years of supervisory engineering experience in the design, maintenance, and construction of projects, including the preparation and review of construction plans and specifications.
NOTE: Appointees may be required to possess a valid Professional Engineering (PE) license issued by the NJ State Board of Professional Engineers and Land Surveyors, particularly for positions assuming \"responsible charge\" over staff as defined by N.J.A.C. 13:40-1.3. The Appointing Authority is responsible for verification.
LICENSE:
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge of engineering problems and the procedures used in supervising the design, maintenance, and construction of structures and/or infrastructure systems.

Knowledge of supervisory methods and techniques.
Ability to perform complex engineering calculations.
Ability to conduct or supervise inspections of construction and public work projects and/or public facilities as needed.
Ability to interpret and comply with federal, state, and local ordinances, resolutions, and codes related to public works and/or public utilities.
Ability to read, prepare, analyze, develop, and interpret construction and engineering plans and design specifications.
Ability to work collaboratively with general contractors, associates, subordinates, and other stakeholders in county engineering work.
Ability to manage construction projects by providing technical assistance to engineering staff, contractors, and other interested parties.
Ability to prepare clear, sound, accurate, and informative engineering and other reports.
Ability to supervise the establishment and maintenance of essential records and files.
Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
