DEFINITION:
Under direction, analyzes transportation problems of the handicapped and elderly and plans programs to improve services and facilitate the use of public transportation for the handicapped and elderly; does other related duties as required.

EXAMPLES OF WORK:
Studies, analyzes, and proposes programs for improving public transportation for the handicapped and elderly.
Conducts surveys and makes field investigations of conditions and special problems affecting the handicapped and elderly.
Meets with civic groups, office on aging, and other agencies concerned with the handicapped and elderly to coordinate programs which enable them to utilize existing transportation facilities.
Develops new transportation programs for the handicapped and elderly.
Monitors new transportation programs to ensure they are operating according to established guidelines.
Prepares cost estimates and budget recommendations.
Supervises expenditures in the budget.
Confers with State officials to obtain grants for local transportation programs for the handicapped and elderly.
Prepares and submits reports.
Provides technical information and assistance to agencies supplying transportation to the handicapped and elderly.
Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
REQUIREMENTS:
NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
Seven (7) years of professional experience in varied phases of public transportation which shall have involved the organization, direction, planning, coordination, or control of significant programs or activities, three (3) years of which shall have been in a supervisory capacity.
OR
Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional supervisory experience.
NOTE: \"Professional experience\" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
LICENSE:
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of economic, administrative, and other problems encountered in the direction and management of a common carrier or public agency engaged in passenger transportation.
Ability to establish and maintain cooperative working relationships with individuals, public officials, and agencies.
Ability to evaluate and plan new programs.
Ability to exercise independent judgment in evaluating situations and in making determinations.
Ability to organize assigned work..
Ability to develop effective work methods.
Ability to prepare clear, concise, accurate, and informative reports.
Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
