Definition
Under direction, supervises, plans, conducts, and develops analytic studies of existing operations and programs to determine the feasibility of conversion to data processing systems and directs the establishment of appropriate programs; does related work as required.
Examples of work
Organizes and makes the appropriate work assignments relative to the conduct of studies in complex problem areas of electronic data processing or paperwork simplification. Plans and directs feasibility studies requiring the detailed analysis of existing functions and the preparation of cost estimates to determine the advisability of adopting data processing programs. Develops and, as required, supervises studies designed to determine the effectiveness of programs, policies, organization, methods, procedures and forms, and recommends improved courses of action. Formulates plans to implement formal recommendations. Participates in conferences with administrative officers and operating supervisors to discuss new or revised plans, programs, procedures and the results of evaluation studies. Takes the lead in the systems analysis and programming work involved in the electronic data processing functions. Prepares and supervises the preparation of schedules outlining the essential steps to be taken in the installation and/or conversion to data processing systems. Prepares and directs the preparation of charts, programs and instructions needed to illustrate, explain and implement data processing procedures and programs. Studies procedural difficulties and operating problems and advises on their solutions. Appraises the adequacy and efficiency of current data processing systems and assists in developing the organizational structure and methods required for the performance of existing, new or expanded functions. Prepares clear, sound, accurate and informative statistical, financial and other factual reports based on surveys, investigations and studies containing findings, conclusions, and recommendations. Maintains records and files. Will be required to learn to utilize various types of electronic and/or manual records and information systems used by the agency, office or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of and familiarity with modern electronic data processing equipment and its selection and application to specific operating requirements. Knowledge of the procedures and techniques involved in making estimates and analyses of the capacity of existing data processing equipment and/or the degree of utilization made thereof Knowledge of statistical methods and practices. Knowledge of the capabilities and programming techniques of a general purpose computer and peripheral equipment. Knowledge of the analysis and correction of procedures and the considerations involved in the planning, design, and implementation of a data processing system. Ability to make studies to determine the feasibility of using data processing techniques to improve operational procedures. Ability to organize and direct a conversion to a data processing system. Ability to prepare charts, programs, and instructions necessary to implement, illustrate and explain data processing procedures and programs. Ability to evaluate studies of present or new operational procedures. Ability to estimate the cost of adapting or revising data processing methods. Ability to prepare clear, sound, accurate and informative statistical, financial and other factual reports containing findings, conclusions and recommendations. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Nine (9) years of professional experience in the design, installation and operation of programs for electronic data processing equipment and/or in the design and implementation of systems for electronic data processing applications. OR Possession of a bachelor's degree from an accredited college or university; and five (5) years of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
