Definition
Under direction, implements, coordinates, and monitors residential, commercial, industrial, economic, and other community redevelopment projects in accord with relevant laws, rules, regulations, and policies; does related work as required.
Examples of work
Is responsible for the implementation and monitoring of residential, industrial, and commercial development projects. Confers with and advises potential developers of requirements for engaging in project development in the jurisdiction, and listens to their proposals, explaining procedures that they have to follow, land use, requirements, jurisdiction's policy on development, and so forth. Reviews initial development plans for compliance with ordinances, and zoning and building codes and procedures, not from a technical point of view, and tells them what they can or cannot do. Attends project evaluation meetings with representatives of other government agencies and discusses the adequacy of development project plans. Confers with representatives of other agencies and resolves problems that the developer has encountered with that agency. Negotiates terms and conditions of leases, contracts, and agreements to modify development project site plans, and negotiates with developers so that they comply with the jurisdiction's regulations, and explains to them that they must contribute to affordable housing; works with them to structure mechanisms to make them contribute to affordable housing and recommends approval of the developer's response to affordable housing policy. Analyzes financial feasibility of development projects, and identifies and helps developers seek sources of funding for projects. Develops and submits proposals for federal and state funding, and complies with applicable regulations for projects funded by these sources; coordinates activities with other agencies to get information together for the preparation of proposals. Represents the jurisdiction in securing state and federal government approvals so that projects can proceed. Analyzes projects from the standpoint of particular area of expertise; for example, legal, disposition of public owned property, nonprofit development entities, and environmental issues. Provides technical assistance to elected officials, department heads, and the public based on results of analyses and investigations by explaining the projects to them and the benefits of the projects to the community. Prepares applications for state and federal government and private funding of development projects. Assists developer in preparation and presentation of tax abatement applications by putting together a package with questions they will be asked, and so forth, and by acting as advisor to the developer. Organizes and conducts public information briefing sessions for members of the public by conducting hearings regarding a particular project and arranging to have members of other departments at the hearing to answer questions that might arise. Monitors developers= implementation of states requirements to ensure that one project does not interfere with another. Implements provisions of community sponsored programs; for example, minority recruitment, training and employment, jobs linkage, and bank linkage. Provides staff assistance and advice to other agencies and entities. Researches various aspects of housing and economic development; for example, recent legal decisions, actions of other municipalities, innovative funding mechanisms. Prepares requests for proposal for community initiated development projects. Prescreens developers Plans and recommends uses of public owned land and buildings. May administer Housing Trust Fund contributions. Develops policies relating to housing and economic development (for example, tenant selection criteria, affordable housing) by developing a mechanism for selecting tenants. Drafts local and state legislation. Assists in the capital budgeting process and infrastructure. Selects technical consultants. Develops strategies for implementation of housing and economic development policies and legislation. Updates Housing Element and Capital Improvement Sections of Master Plan by working with planning staff to ensure that the Housing Element is reflective of community policy. Reviews proposals and applications submitted by contractor to determine whether plans for work are consistent with general goals and objectives of the jurisdictions's policies for development, and conducts conferences to discuss differences and eliminate discrepancies. Discusses contract with contractor/representative to obtain agreement on acceptable terms and conditions regarding proposed project. Sits in on formal contract negotiations to ensure incorporation of services, work, terms and conditions (for example, elimination of blight, affordable housing, and so forth) into project. Collects information pertaining to current municipal services, socioeconomic data, intergovernmental factors, and so forth, and projects future need/demands of impacts of projects. Recommends measures, policy formulations, actions by administrators, officials, and so forth to provide for proper execution of projects. Explains regulations, laws, and government requirements to render assistance to private contractors seeking public and private financial funding, or to comply with various regulations. Explains and acquaints developers/contractors with policies, procedures (for example, application of permit procedures) and programs to assist them in their participation in a land development project/program. Attends meetings and conferences to discuss and eliminate differences and deficiencies or to collect information on terms and conditions which need to be incorporated into agreements and official documents (zoning variance, and so forth). Reviews and evaluates proposals to recommend action by officials or to inform contractor on regulatory limitations and legal requirements. Collects and analyzes information from other local and state agencies to determine the effects of proposed construction project or to recommend inclusion of information into new ordinances, regulations, or legislation. Evaluates project proposals or plans for services or construction to determine adequacy of project in terms of community development goals and policies, state and federal regulations, guidelines, requirements, and so forth. Provides information and advice to contractors/representative on policies and procedures relating to bid proposals, and special terms or conditions applicable to contracts, application/permits, financial and loan assistance, and so forth to ensure effective interpretation and/or compliance with local community development requirements. May have contacts with representatives of public and private agencies to exchange information and to coordinate various functions concerning projects assigned. Reviews legislative developments to determine changes in legal requirements or compliance standards and probable effects on jurisdiction's monitoring or control activities as they relate to community development projects. May prepare formal documents requesting state or federal financial assistance (grants/loans). Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge of goals and objectives of community development programs or similar program; for example, urban renewal, redevelopment, and so forth. Ability to establish and maintain helpful, cooperative relationships with governing authorities and interested and concerned agencies and individuals. Ability to prepare clear, sound, accurate, and informative reports, and to direct the establishment and maintenance of essential records and files. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Eight (8) years of professional experience in large scale real estate development, residential, commercial, industrial,or similar community development projects, neighborhood revitalization and/or economic development projects, improved community facilities and services programs, formulation of a comprehensive community development plan, or public policy analysis, two (2) years of which shall have been in the supervision of a program. OR Possession of a Bachelor's degree from an accredited college or university; and four (4) years of the above-mentioned professional experience, two (2) years of which shall have been in the supervision of a program. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgement and make accurate and informed decisions.
