Definition

Under direction, compiles data and assembles public housing modernization programs by project in accord with management and tenant association requests, and develops appropriate budgets accordingly; does other related duties as required.

Examples of work

Establishes budget with tenant association/hiring management officials per project in accord with total amount of funds allocated by the Department of Housing and Urban Development per program, and distributes funds to projects on a unit basis. Prepares draft of programs with staff for approval by local/federal officials. On federal approval, meets with engineering staff and management officials to recommend items which can be processed under Force Account and Contractual Procedures. Under Force Account Procedures: On completion of technical survey per individual items, advises management officials and tenant association representatives of materials to be used. Issues material list requisitions to the purchasing department for acquisition/purchase of said materials. Prior to receipt of materials at specified project, analyzes and determines the necessary human resources to perform the work, and requests same through the personnel department. Notifies management officials and tenant association representatives when work will commence. Assigns personnel to the job and conducts field inspection on work progress. Issues service requests for work to be done and on satisfactory completion has housing manager sign same. Records and files all service requests in conjunction with material requisitions on completion of job. Transfers personnel to other modernization work and/or issues termination papers on said employees to the personnel department and to the Director of Redevelopment. Prepares monthly/quarterly work progress reports in conjunction with quarterly financial report which is submitted by the executive director to the federal government. As labor and material funds are expended, maintains records in accord with budget. Informs the finance department as to additional approved funding requests from the federal government for ongoing work. Supervise modernization unit staff. Under Contractual Procedures: As specification writers and drafting technicians prepare plans and specifications for public bidding, maintains liaison with the chief engineer and architects, and reviews plans and specifications. Meets with sales representatives, consulting engineers, staff engineers, and maintenance personnel as necessary to determine low bidders, set up schedules with contractors, assign inspectors to supervise work, and advises management officials and tenant association representatives. In conjunction with engineering approval of materials to be used by contractor, recommends to contracting officer the signing of necessary documents. Schedules preconstruction meetings with contractors, chief engineer, management, federal officials, and architects relating to work items. Prepares work program reports and coordinates all contracts as necessary for superior. Makes field surveys relating to proposed work items. Identifies and approves all periodic requests for payment in accord with contract from various contractors and architects prior to submission to superiors. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Knowledge of problems, procedures, and methods used in inspecting, analyzing, and determining the repair and maintenance work to be done, and materials needed. Knowledge of problems involved in establishing, maintaining, and developing effective work procedures. Knowledge of methods used in obtaining, storing, safeguarding, distributing, and using equipment, materials, and supplies. Knowledge of methods used in keeping records. Ability to meet with tenants and deal effectively with their problems. Ability to work harmoniously with tenants, associates, superiors, and others. Ability to give assignments and instructions to staff. Ability to prepare clear, sound, accurate, and informative reports containing findings, conclusions, and recommendations. Ability to supervise the establishment and maintenance of records and files. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Seven (7) years of professional experience in the management of real estate or public housing projects, or in the building construction structural trades field, three (3) years of which shall have been in a supervisory capacity. OR Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience, which shall have been in a supervisory capacity. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
