Definition
Under direction, plans, organizes, directs, coordinates, and is responsible for the activities of workers involved in the operation, maintenance, and repair of an entire sewage treatment and disposal facility; does other related work as required.
Examples of work
- Administers the operation and maintenance of an entire plant.
- Exercises direct authority over all plant functions and personnel, in accordance with approved policies and procedures.
- Inspects plant.
- Analyzes and evaluates operation and maintenance functions.
- Initiates or recommends new or improved practices.
- Develops plans and procedures to ensure efficient plant operations.
- Recommends plant improvements and additions.
- Coordinates data and prepares, reviews, and approves operation reports and budget results.
- Controls expenditure of budgeted funds and requests approval for major expenditures.
- Recommends specifications for major equipment and material purchases.
- Organizes and directs activities of plant personnel, including training programs.
- Maintains effective communications and working relationships with employees, government officials, and general public.
- Directs the operations, maintenance, repair, improvements, and expansion of the sewage treatment plant.
- Confers with engineering personnel concerning improving the effectiveness of the plant.
- Responsible for the treatment and quality of the effluents discharged from the sewage treatment plant.
- Develops working programs and working procedures.
- Provide assignments and instructions to staff and supervise their work performance.
- Ascertains methods and costs of handling industrial wastes.
- Prepares reports.
- Supervises the establishment and maintenance of records and files.
- Prepares, reviews, and approves operation reports and budget requests.
- Prepares specifications for major equipment and material purchases.
- Responsible for the expenditure of budgeted funds.
- Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Experience
Five (5) years of experience in operating, adjusting, regulating, repairing and maintaining pumps, valves, electric motors and other electrical and mechanical equipment used in sewage plant, two (2) years of which shall have been in a supervisory capacity.
License
Appointees may be required to possess a current and valid Public Wastewater Systems Operator License and/or a Public Water Treatment System Operator License of the appropriate class issued by the New Jersey Department of Environmental Protection.
Knowledge, skills and abilities
- Knowledge of the processes and equipment used in wastewater treatment including basic hydraulics, structural analysis, and chemical, bacteriological and biological processes.
- Knowledge managerial, administrative and accounting practices and procedures involved in successful plant operation, industrial wastes, and their effects on the treatment processes and equipment.
- Ability to plan and direct the activities of workers and be able to communicate effectively with them concerning technical wastewater treatment processes.
- Ability to establish and maintain harmonious working relationships; and to communicate effectively with plant employees, government officials, and the general public, principles of logic in order to define problems, collect and analyze data, and draw sound conclusions therefrom.
- Ability to interpret a variety of technical instructions.
- Ability to prepare work schedules, reports, and budgets.
- Ability to maintain records and files.
- Ability to provide assignments and instructions to assigned employees and supervise the performance of their work.
- Ability to utilize types of electronic and/or manual recording and information systems used by the agency, office, or related units.
- Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
