Senior Program Analyst is a local service title. Definition
Under direction, takes the lead over one or more program analysts; analyzes and evaluates the effectiveness of current or projected operating programs; provides information and advice to management; may participate with setting program goals and objectives and in developing programs and procedures; does other related duties.
Examples of work
Takes the lead over one or more program analysts. Collects and evaluates information. Conducts site visits. Reviews program records and expenditures. Analyzes and evaluates proposed or established programs, program objectives, policies, procedures, progress, utilization of available resources, and other related matters. Identifies actual or potential problem areas, trends, significant program accomplishments, or deficiencies and similar factors. Recommends changes in program objectives, procedures, operations, and resource utilization. Evaluates alternative or corrective actions on organizational programs. Participants in the development and implementation of programs and procedures. Establishes and maintains records and files. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
Knowledge, skills and abilities
Knowledge of the methods used to gather and analyst data. Knowledge of methods used to conduct research, analyses and evaluations. Knowledge of the factors to be considered in review and evaluation of operational programs. Knowledge of methods used to develop and recommend program objectives and allocate of program resources. Ability to collect and analyze data. Ability to conduct studies and evaluate results. Ability to review and evaluate operational programs and activities. Ability to identify problems and develop solutions. Ability to provide assignments and instructions to employees and review work performance. Ability to establish records and files. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand or communicate in English sufficiently to perform the duties of the position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Six (6) years of professional experience in the review, analysis and evaluation, of operating programs in an agency or organization. This title is intended to classify positions responsible for the evaluation of operating programs, not computer programs. Experience in the analysis of computer programs cannot be considered toward meeting the experience requirement. OR Possession of a bachelor's degree from an accredited college or university; and two (2) years of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
