Definition
Under direction, assigns and supervises the work of a group of Family Service Workers; does other related work.
Examples of work
Plans, schedules, and coordinates social services operations. Coordinates activities of unit with representatives of other units. Provides recommendations for maintenance, replacement, and distribution of equipment and materials utilized, and the maintenance and safety of facilities. Reviews and determines social worker caseloads; delegates assignments, provides instruction to subordinate staff, and supervises the performance of their work. Reviews and resolves employee complaints. Identifies staff developmental and training needs. Supervises the activities of social worker staff involved in determining eligibility for assistance. Reviews, analyzes, interprets and applies laws, rules, and regulations applicable to the administration of social services programs. Offers recommendations and suggestions when delivery of services is below acceptable standards. Supervises work operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees. Reviews applications for social services assistance. Prepares clear, sound, accurate, and informative reports on social worker cases, workloads, production and other matters, containing findings, conclusions, and recommendations. Handles internal and operational problems. Represents the agency in public or at inter-agency meetings. Prepares correspondence in the course of official duties. Assists subordinate staff in analyzing social worker case problems, determining an appropriate course of action, and in improving their analytical and counseling skills. Participates in the development and implementation of agency policy and procedure. Supervises the establishment and maintenance of records and files. May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Requirements
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
Knowledge, skills and abilities
Knowledge of public welfare and social service theories, procedures, and terminology. Knowledge of sources and methods for obtaining information regarding finances, property ownership and financial resources. Knowledge of principles and practices of social work. Knowledge of the social and financial problems of the economically disadvantaged, and of state and local social resource agencies available to provide assistance. Ability to resolve the problems involved in supervising an income maintenance and social services program. Ability to read, interpret and apply the welfare laws of the state of New Jersey. Ability to read, interpret and apply the eligibility standards, policies, and procedures of the county welfare agency and the Division of Public Welfare of the Department of Human Services. Ability to analyze, comprehend, and interpret welfare laws, rules, regulations, and procedures, and apply them to individual cases. Ability to analyze financial and social data. Ability to delegate assignments, provide instruction to subordinate staff, and evaluate and supervise their work performance. Ability to work harmoniously with people. Ability to prepare clear, sound, accurate, and informative reports containing findings, conclusions, and recommendations. Ability to supervise the establishment and maintenance of suitable records and files. Ability to prepare correspondence. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Six (6) years of professional experience in any one of the following areas: (1) gathering social and other information from clients, determining their needs and planning and executing a prescribed plan of treatment or service; (2) examining, adjusting, determining or authorizing eligibility for cash awards or benefits; or (3) in the review, analysis, evaluation, and implementation of public assistance programs. OR Graduation from an accredited college or university with a bachelor's degree from an accredited college or university; and two (2) years of the above-mentioned professional experience. OR Possession of a master's degree in social work; and one (1) year of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
