Definition
Under direction, assigns and supervises the field and office work of a group of field representatives and aides engaged in promoting a preventable disease control program; does related work as required.
Examples of work
Organizes specific program objectives for the control of preventable diseases. Based on technical guidelines provided by immediate supervisor, develops program plans to achieve stated objectives, identifies needs and problems, develops effective work methods, analyzes the public health problems involved, and evaluates productivity of the unit. Assigns work. Supervises and trains employees to conduct field investigations of preventable diseases utilizing appropriate methods, skills, and techniques including interviewing and collecting accurate data. Ensures that reports of investigations are submitted in an accurate and timely fashion. Develops program plans and objectives. Disseminates information regarding disease outbreaks. Establishes the cause of etiological agents of bacterial, viral, rickettsial, and parasitic origin or any vector borne causative agent. Gives talks to other local health care agency personnel, private and volunteer agencies, and related agencies on the detection, prevention, and control of diseases. Ensures that health statistics are kept and reported according to department policy and procedures. Secures appropriate specimens from index cases, disease contact, or suspects, and forwards same to state approved labs for testing, and transfers results to the State Department of Health and Senior Services. Compiles data for conclusion in and prepares detailed reports of various local health programs containing findings, conclusions, and recommendations. Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of public health principles of planning, organizing, implementing, and supervising a disease control program. Knowledge of rules, regulations, policies, procedures, methods, and standards of the State Department of Health and Senior Services and their application to specific disease control and prevention activities. Knowledge of modern public health methods of disease detection, prevention, and control, and their application to the specific public health program. Knowledge of the practical application of disease surveillance methods in making contacts with persons (and the families of persons) who are suffering from or who are presumed to be communicable disease contacts, and obtaining information for epidemiological studies. Knowledge of methods of effective disease control interviewing and of the training methods useful in developing interviewing skills. Knowledge of various problems involved in supervising the work and functioning of field investigators assigned to a specific program and in collecting required statistical data. Knowledge of problems encountered in tabulating and analyzing data contained in medical histories and in supervising the compilation of data by individual clinics or investigators or other groups. Ability to analyze, comprehend, and interpret to others and supervise a staff promoting modern methods of disease detection, prevention, and control. Ability to present technical information in face-to-face contacts. Ability to stimulate the active support and participation of cooperating agencies and interested public and private groups in disease control and reporting of statistical data. Ability to comprehend, analyze, and interpret basic law and department regulations, policies, standards, and procedures, and apply them to specific situations in accord with established procedures. Ability to make the required field trips, surveys, studies, and investigations and prepare reports thereon. Ability to cooperate with department and local public health, welfare, and other units to further communicable disease control programs. Ability to collect, tabulate, and interpret statistical data and to perform statistical work of moderate complexity. Ability to prepare clear, sound, accurate, and informative case histories and reports in standard English, containing findings, conclusions, and recommendations. Ability to maintain essential records and files. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Seven (7) years of professional experience in conducting public health investigations or inspections in a disease prevention, screening, detection, and control program in a public health agency. OR Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience. OR Possession of a master's degree in public health; and two (2) years of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
