DEPUTY SURROGATE

The surrogate is elected; the deputy is appointed and does much of the office's daily work — taking probate applications, issuing letters testamentary and of administration, and guiding people through paperwork at a point in their lives when they are rarely at their best.

Appointment by an elected officer is what places the position outside the classified service. Clerical and administrative staff in the same office are classified and do have published specifications.
