Where this title is used

License Inspector is a local service title. It is filled by the counties, municipalities, authorities and other employers that have adopted civil service under Title 11A, not by State departments. Those employers set pay by ordinance or contract rather than from a State salary schedule, which is why most local titles carry no salary range here.

Definition

Under direction performs varied types of field and office work involved in ensuring that varied business premises comply with municipal license ordinances, rules, and regulations; does other related duties as required.

Examples of work

Visits taverns, bowling alleys, pool rooms, and other licensed premises to ensure compliance with municipal or county license ordinances/rules/regulations. Receives and checks applications for types of licenses to be issued by the municipality. Determines eligibility for the issuance of licenses. Sorts and files applications for issued licenses. Collects license fees. Keeps books of account, thus checking the licenses issued against the amount of money collected. Prepares summonses and complaints against violators of license ordinances. May assist in the prosecution of violators of license regulations. Prepares clear, sound, accurate, and informative reports containing findings, conclusions, and recommendations. Establishes and maintains records and files. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge, skills and abilities

Ability to read, comprehend, and interpret provisions of municipal/county rules, regulations, policies, procedures, ordinances, and statutes relating to varied types of licenses, and to apply them to specific cases. Ability to note significant conditions and to take proper action when action is called for in accord with prescribed procedures. Ability to make accurate observations of records and conditions and to abstract and note those things which are significant. Ability to make inspections without giving unnecessary offense. Ability to take and maintain a firm/correct stand when controversial matters are considered. Ability to establish and maintain records and files. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
