Principal Cashier is a local service title. It is filled by the counties, municipalities, authorities and other employers that have adopted civil service under Title 11A, not by State departments. Those employers set pay by ordinance or contract rather than from a State salary schedule, which is why most local titles carry no salary range here.

Definition
Under direction, performs difficult and varied cashiering and related clerical assignments; applies independent judgment in using well-established procedures; handles special requests for information in accord with prescribed rules and regulations; is responsible for preparation of all relative reports; prepares periodic statements; makes decisions requiring knowledge of the organization; may supervise in the absence of the supervisor; performs other related duties as required.
Examples of work
- Receives, through the mail and over the counter, payments for rents, water service, taxes, licenses, fines, fees, electrical service, hospital bills, or goods purchased.
- Compiles financial data on funds received and/or disbursed for periodic reports.
- Collects data from financial records, recorded tapes, and so forth.
- Extracts pertinent information, performs necessary compilations, and completes standard forms entering appropriate information and tabulations to provide data for financial reports.
- Decides official action and/or authorization in dealing with standardized situation.
- Initiates collection action, completes necessary forms indicating monies owed, submits to appropriate persons for review, notifies debtor in writing and/or by phone of claim, and arranges payment to ensure collection of funds legally owed.
- Informs supervisor orally of own activities and observations, describes events transpired and/or actions taken, describes status of assignments, answers questions, and provides related materials to keep appropriate persons informed of activities.
- Discusses problems with disgruntled or unruly customers, tries to rectify problem, verifies records, checks information, and explains regulations and policy to satisfy customer requests.
- May provide instruction and assign tasks.
- May supervise the work of assigned personnel in the absence of the supervisor.
- Verifies mathematical accuracy of cashier tapes, balances, and so forth, performs computations, and compares same to stated figures to detect errors and ensure accuracy, and points out errors to appropriate person for correction.
- Maintain, classifies, indexes, and cross references records and files.
- Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Experience
Two (2) years of experience in the receipt, disbursement, deposit, custody, or other clerical processing of cash items.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

- Ability to orally express oneself clearly and concisely, imparting information, answering questions, and explaining activities and directions in a manner appropriate for listeners.

- Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
