In the counties that still elect one, the register records and preserves deeds, mortgages and other instruments affecting title to land. Elsewhere the county clerk absorbed the function.
It is an elected county office, so there is nothing for the Commission to examine. The recording clerks who do the day-to-day work are classified and do have specifications.

Register of Deeds and Mortgages is a local service title. It is filled by the counties, municipalities, authorities and other employers that have adopted civil service under Title 11A, not by State departments. Those employers set pay by ordinance or contract rather than from a State salary schedule, which is why most local titles carry no salary range here.
