SURROGATE
The surrogate is elected county-wide for a five-year term and runs the office that probates wills, appoints administrators for people who die without one, and handles guardianships and adoptions.
Being an elected constitutional officer, the surrogate is not appointed, not examined and not classified. Staff inside a surrogate's office are a different matter and many of those titles do carry published specifications.

Surrogate is a local service title. It is filled by the counties, municipalities, authorities and other employers that have adopted civil service under Title 11A, not by State departments. Those employers set pay by ordinance or contract rather than from a State salary schedule, which is why most local titles carry no salary range here.
