Definition

Under direction, supervises and performs the work involved in the disbursement, accounting and auditing of funds received and disbursed, and in the negotiation of loans and the sale of bonds; does related work as required.

Supervises and performs the work involved in the preparation of varied financial reports and statements; supervises and performs the work involved in the negotiation of loans and the sale of bonds; prepares, budgets; gives suitable assignments and instructions to assigned employees; plans and installs auditing and accounting systems and forms; handles correspondence pertaining to the treasurer's office; prepares suitable reports containing findings, conclusions, and recommendations; answers inquiries of a technical nature; directs the establishment and maintenance of extensive bookkeeping and other needed records and files.

Requirements

1. Graduation from a college of recognized standing with a major course of study in accounting.

2. Five years of varied supervisory accounting experience in work involving the installation, operation and keeping of large scale systems of accounts.

3. Certification as a Registered Municipal Accountant is required for the position.

4. Thorough knowledge of the principles, methods and procedures used in modern accounting and auditing; of the laws, rules and regulations governing the installation, operation and keeping of accounts and their application to specific situations; and of the preparation of involved and detailed accounting and other financial reports containing findings, conclusions and recommendations.

5. Ability to analyze complex financial problems; to give suitable assignments and instructions; to prepare suitable reports; and to direct the establishment and maintenance of extensive financial and related records and files.

6. Good health and freedom from disabling physical and mental defects.
