Definition

Under direction supervises the design and preparation of operation routines and programs for computers and peripheral equipment and the development of systems; does other related duties as required.

Examples of work

Assigns and reviews work to meet completion date. Evaluates performance, resolves complaints, and makes recommendations on hiring and firing. Plans, schedules, and directs preparation of programs to process data by electronic data processing equipment. Consults with managerial and systems analysis personnel to clarify program intent, indicate problems, suggest changes, and determine extent of automatic programming and coding techniques to use. Assigns, coordinates, and reviews work of programming personnel. Develops programs and routines from work flow charts of diagrams. Consolidates segments of programs into complete systems. Analyzes test runs on computers to correct or direct correction of coded program and input data. Revises or directs revision of existing programs to increase operating efficiency or adapt to new requirements. Compiles documentation of program development and subsequent revisions. Trains subordinates in programming and program coding. Prescribes standards of terminology/symbology to simplify interpretation of programs. Prepares records and reports. Supervises other data processing programmers. Studies work processes/methods of the agency. Participates in analysis/evaluation of data to be processed on data processing equipment. Prepares flow charts, block diagrams, and detailed machine instructions to implement programs. Reviews and where necessary modifies/revises existing data processing programs. Develops test data for use in checking new/modified programs. Conducts studies of electronic data processing equipment and their use to develop/maintain a sound knowledge of capabilities and functioning of such equipment. Operates data processing and peripheral equipment to test or compile programs and to assist in analyzing and correcting program errors. Analyzes problems outlined by systems analysts in terms of detailed equipment requirements and capabilities. Prepares instruction sheets to guide computer operators during test/production runs. Provides technical/administration direction in development of new programs and maintenance of existing programs. Organizes programming projects and assigns personnel to various tasks. Prepares programming costs and time estimates. Prepares project schedules. Prepares reports on data programming activities, progress, and performance. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Education

Graduation from an accredited college or university with an Associates' degree in Computer Science or Computer/Information Technology.

Experience

Five (5) years of experience in the design and preparation of programs for electronic data processing equipment utilizing current operating systems and multiprogramming technology.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge of programming techniques related to subscripting, indexing, and arrays. Knowledge of numbering systems used in computer systems such as decimal, binary, octal, and hexadecimal to compute simple business math problems. Knowledge of one or more programming languages. Ability to deal with subordinates for purposes of control/coordination, and with systems analysis and management personnel to resolve questions of intent and programming difficulties Ability to make decisions in assigning personnel and to select/apply techniques that will produce most effective/efficient, flexible programs. Ability to make decisions based on factual data to evaluate adequacy of completed programs by comparing programs, tests, and operating runs with prescribed standards of terminology, accuracy, and time. Ability to supervise technical/clerical personnel during application system parallel runs and where task teams are required and utilized. Ability to organize and direct a conversion between generations or versions of computer systems and software operating systems. Ability to prepare charts, programs, and instructions necessary to implement, illustrate, and explain EDP procedures/programs. Ability to communicate well with coworkers and to develop/maintain cooperative working relationships with agency staff and with others interested in or concerned with the work of the unit. Ability to prepare clear, accurate, and informative statistical, progress, and other reports of programming matters containing findings, conclusions, and recommendations. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. SPECIAL NOTE on Substituting Experience for Education: Experience in the study of work methods/processes, analysis of varied types of data, design and preparation of systems/programs, operation of multiprogramming computer systems, and work in data processing support areas of input/output control or reliability support may be substituted for the required education on a year-for-year basis with thirty (30) semester hour credits being equal to one (1) year of experience. Formal training in data processing received at an accredited institution may be submitted with your application for an evaluation by the Department of Personnel for possible credit. These training courses' will be examined to see how they compare, both in hours/content, to college courses to which they equate. In-house training courses will not be accepted as meeting these criteria; thus, they will not be evaluated.
