Definition

Under direction, provides technical consultation and advice to information technology system users; oversees data processing operations and staff; does other related duties.

Examples of work

Identifies the goals and objectives of the information technology program for the agency or jurisdiction. Evaluates existing functions to determine adaptability to an information technology system. Keeps current with developments in information technology. May provide or coordinate training for system users. Coordinates or initiates request for information technology services. Consults with system users to define their needs. Prepares schedules for the installation and/or conversion of information technology systems. Initiates conversion and post-conversion evaluations to determine effectiveness and conformity to specifications. Evaluates the efficiency of existing information technology systems and provides recommendations for new and expanded functions. Analyzes operational problems and recommends more effective utilization of staff and equipment. Participates in planning, research and studies of information technology programs; gathers data and analyzes cost versus benefits. Provides assignments and instructions to staff. Prepares reports containing findings, conclusions, and recommendations. Maintains essential records and files. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Education

Completion of sixty (60) semester hours credits from an accredited college or university.

Experience

Two (2) years of experience writing computer programs, designing and implementing information technology systems, operating a computer and related peripheral equipment or, in related information technology processing and control work.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge, skills and abilities

Knowledge of the factors involved in the planning and implementation of information technology systems. Knowledge of the methods used to plan and conduct studies and evaluations. Knowledge of the capabilities and applications of information technology systems. Ability to evaluate existing functions to determine adaptability to an information technology system. Ability to conduct conversion and post-conversion evaluations to determine effectiveness and conformity to specifications. Ability to prepare schedules for the installation of and/or conversion of information technology systems. Ability to evaluate the efficiency of existing information technology systems. Ability to provide assignments and instruction to staff. Ability to analyze operational problems and develop solutions. Ability to prepare reports containing findings, conclusions, and recommendations. Ability to maintain records and files. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of the position. American Sign Language or Braille may also be considered as acceptable forms of communication.
