Definition
Under direction promotes tenant welfare in public housing developments by assisting in the organization, development, and maintenance of a comprehensive program intended to engender/facilitate cooperative tenant - management relations; performs integrated and adjunctive operational and social service functions; does other related duties as required.
Examples of work
Initiates and/or maintains liaison between local housing authorities and voluntary or public agencies through personal visits or verbal communications to learn about the availability of social services and other resources. Facilities the establishment of constructive relationships between and among tenants and housing management through the use of personal contacts, group meetings, participation, and committees and the distribution of bulletins, leaflets, or newsletters. Secures or assist in establishing social services and programs aimed at improving the health, welfare and education of tenants by surveying needs, reviewing available programs, and researching potential resources. Provides leadership to tenants in the development of group activities such as adult education/recreation. Refers families or individuals with personal problems to appropriate community resources. Cooperates with other organizations in developing understanding and interest among voluntary or public agencies participating in long range plans for urban improvement. Presents tenants' problems to housing authority management for discussion to seek reasonable and/or mutually acceptable resolution of such problems. May assist in the formation of tenant associations, tenant management councils, and similar groups by providing advice/guidance. Orients new and/or prospective tenants to housing authority policies, regulations, and proper use of facilities through personal interviews and descriptive literature. Gathers information for, edits, or prepares bulletins, newsletters, and leaflets of an informational nature to promote tenant participation in housing related matters. Provides advice/guidance to tenants with specific financial or housekeeping problems. May interview prospective/current tenants to determine eligibility and/or preference rating for public housing or continued occupancy in accord with established guidelines. May make field or home visits to gather or authenticate information regarding prospective tenants' sources of income, family size, living conditions, and other pertinent data. Prepares reports. Maintains records and files. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of problems likely to be encountered by tenants in a public housing setting. Knowledge of HUD regulations and procedures governing eligibility for public housing after a period of training. Knowledge of problems involved in public housing management in the areas of tenant - management relationships. Knowledge of methods and procedures used in promoting/facilitating community or public relations, particularly in the area of intergroup relations. Knowledge of principles of community service work. Knowledge of methods of information gathering, editing, and composition. Knowledge of methods and procedures used in establishing/maintaining a close working relationship with other housing and social service agencies. Knowledge of office methods, practices, and equipment used in maintaining records and files. Knowledge of methods and procedures of report writing including findings of facts, conclusions, and recommendations. Ability to communicate with and work harmoniously/effectively with socially deprived individuals of varied backgrounds. Ability to initiate and maintain a close working liaison with public/private social service agencies, government bodies, tenant groups, and others. Ability to gather information and edit, compose, and prepare informational literature for use in communities as public relations work. Ability to gather, organize, analyze, and evaluate information to be used in the preparation of reports concerning needed and/or available services. Ability to prepare reports containing findings, conclusions, and recommendations. Ability to assume a leadership role in the development/maintenance of group activities and community relations. Ability to speak in public before groups of various sizes. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Four (4) years of professional experience in community or public relations work concerning intergroup relations and/or experience in the field of social work. OR Possession of a Bachelor's degree from an accredited college or university. "Professional experience" refers to work that is analytical, evaluative, and interpretive; requires a range of basic knowledge of the profession's concepts and practices; and is performed with the authority to act and make accurate and informed decisions.
