Definition

Under direction in a centralized communications center, receives and records emergency calls for fire and ambulance service; transmits necessary alarms to appropriate personnel, and dispatches needed equipment and personnel to proper locations; operates a variety of communications equipment; does related work as required.

Examples of work

Receives requests for emergency assistance from a variety of sources involving fires, fire emergencies or hazards, health hazards, medical emergencies and services, and related services. Determines immediately the nature of the call, the severity of the circumstances, and initiates action by relaying messages and dispatching the proper emergency services for assistance. Notifies fire companies, ambulance services, police departments, and other authorities of the emergency situation to dispatch needed personnel and equipment. Ascertains seriousness and nature of the emergency, the address or location of the emergency, and any other pertinent information regarding the request. Broadcasts orders and directions to fire units, police, ambulance, and other emergency services and personnel, and serves as a center for coordinating such activity. Maintains an assuring and calming attitude during periods of stress and emergency to obtain necessary information from callers and to avoid unnecessary delays by responding emergency vehicles. Operates telephone switchboards, radio transmitters, receivers, recorders, circuit camera and video systems, and computer aided dispatch and other telecommunication equipment to receive and communicate information with emergency equipment and personnel. Prepares and maintains a variety of records and files on the activities of the unit. Inspects and may make minor repairs and adjustments to communication and other equipment. May be on call for emergencies after working hours. May receive visitors, ascertain their interest, and provide them with information or direction. May be required to ascertain specific and detailed information on the medical emergencies to determine the condition of the person affected to notify the proper specialized medical unit of necessary care. May provide information, and advise callers with specific directions as to what to do until help arrives. Coordinates with other agencies and emergency services the provision of the most adequate service in the most efficient manner. Participates in seminars, workshops, and in-service training to improve and develop dispatching skills and abilities. Maintains contact with emergency units to assure their response and to provide information or assistance. Facilitates communication between emergency units at the scene of the emergency and with hospitals, fire and police units, disaster control, and so forth. Maintains constant update on the status of emergency units in the field and standby, and provides for follow-up. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

License

Applicants are required to possess a current and valid Emergency Medical Technician (EMT) Certification issued by the New Jersey Department of Health. Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Knowledge of the laws, rules, regulations, standards, policies, and procedures of the Federal Communication Commission. Knowledge of fire and ambulance emergency terminology. Knowledge of principles of emergency medical or first aid treatment, of appropriate emergency medical treatment to be rendered depending on individual's condition, and of the priorities to be observed in the treatment of persons. Knowledge of first aid and firefighting principles, practices, methods, and equipment with special reference to communications. Knowledge of methods for operating a centralized communications system, the problems involved, and the options available to overcome them. Ability to act courteously and effectively with people in emergency or stressful situations while remaining calm and objective. Ability to record and transmit information accurately and clearly. Ability to maintain necessary records and files. Ability to remain alert during long periods of inactivity. Ability to take immediate and proper action when emergency messages are received. Ability to take proper care of equipment. Ability to learn quickly from oral and written explanations and from demonstrations. Ability to work harmoniously with associates, superiors, and others, and to perform routine related clerical work. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
