SEWAGE PLANT SUPERINTENDENT/SEWER SUPERINTENDENT

Definition

Under the direction, plans, organizes, directs, coordinates, and is responsible for the activities of workers involved in the operation, maintenance, and repair of an entire sewage treatment and disposal facility; does other related work as required.

Under direction, has charge of and supervises the construction, maintenance, and repair of sewers within broad policies and established budget, material, and manpower limitations set forth by management; does other related duties as required.

• Administers the operation and maintenance of an entire plant.
• Exercises direct authority over all plant functions and personnel, in accordance with approved policies and procedures.

• Plans and directs all sewer maintenance and/or construction activities through one or more layers of subordinate supervisors.
• Resolves matters concerned with technical aspects of the work.
• Ensures efficient and economical work operations.
• Plans for the accomplishment of work operations on a long-range basis.
• Advises management officials and their staff on matters involving the supervisor's organization and operations in relation to accomplishments and to such functions as planning, budget, and supply.
• Participates in the establishment of goals and major work schedules, development of cost and budget analysis or forecasts, and determinations concerning long-range human resource requirements.
• Translates basic management goals and objectives into effective work operations, establishes a good working climate to encourage employees to participate in achieving management goals, and to promote efficient and economical work operations.
• Schedules, coordinates, and directs the accomplishment of work operations by subordinate units through subordinate supervisors.
• Determines required material, equipment, and facilities.
• Establishes basic priorities and work sequences.
• Maintains balanced workload among subordinate units though distribution of work projects and allocation of human resources, equipment, and materials.
• Directs the planning of work to be completed including installation, repair, maintenance, and cleaning of sewers and basins.
• Is responsible for efficient utilization of assigned personnel, equipment, materials, and supplies.
• Supervises sewer foreman and other employees engaged in maintenance and repair of sewers and basins.
• Supervises the repair of broken sewer lines, replacement of worn parts, and installation of new sewer pipes.
• Inspects the construction of new sewers and manholes to evaluate programs and to ensure conformance with specifications and blueprints.
• Determines need for the types of materials and equipment required to complete projects.
• Confers with representatives of other utilities to coordinate work schedules for the most efficient and economic repair activities.
• Prepares reports concerning personnel utilization, work progress, and disposition of materials.
• Prepares budget estimates based on anticipated needs for material and personnel.
• Prepares and executives plans for effective utilization of available funds, personnel, equipment, materials, and supplies.
• Gives assignments and instruction to and supervises the work of groups and individuals.
• Supervises the periodic cleaning of storm water and sewer catch basins, repair of broken sewer lines, replacement of worn parts, and installation of new sewer pipes.
• Receives complaints dealing with sewer repair and maintenance work, and takes remedial action.
• Supervises employees engaged in the operation of a closed-circuit television monitoring system used to inspect internal areas of sewer lines.
• Prepares clear, sound, accurate, and informative reports containing findings, conclusions, and recommendations.
• Directs the establishment and maintenance of records and files.
• Supervises work involving in obtaining, storing, safeguarding, distributing, and ensuring proper use of equipment, materials, and supplies.
• Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.

Experience

Five (5) years of experience in operating, adjusting, regulating, repairing and maintaining pumps, valves, electric motors and other electrical and mechanical equipment used in sewage plant, two (2) years of which shall have been in a supervisory capacity.

Three (3) years of supervisory experience in the construction, maintenance, and repair of sewers.

License

Appointees may be required to possess a current and valid Public Wastewater Systems Operator License and/or a Public Water Treatment System Operator License of the appropriate class issued by the New Jersey Department of Environmental Protection.

Appointees may be required to possess a current and valid Public Wastewater Collections System Operator License and/or a Public Water Distribution System Operator License of the appropriate class issued by the New Jersey Department of Environmental Protection.

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge of problems, procedures, and methods used in developing a suitable work program and working procedures relevant to the construction, maintenance, and repair of sewers and catch basins.

Knowledge of methods used to ensure effective function of a widespread organization.

Knowledge of problems involved in giving assignments and instruction to groups and individuals in supervising their work.

Knowledge of the methods to be used in obtaining storing, safeguarding, distributing, supervising the proper use of equipment materials, and supplies.

Knowledge of the problems involved in the establishment and maintenance of needed personnel, financial, equipment and other records.

Ability to analyze varied types of problem relevant to the construction, maintenance, and repair of sewers and catch basins.

Ability to organize assigned work and develop effective work methods.

Ability to analyze, comprehend, and interpret financial, personnel, and technical problems involved in developing and execution the work programs.

Ability to formulate operating procedures.

Ability to give assignments and instructions to groups and individuals, providing them with needed advice and assistance when difficult and unusual problems arise, and to check their work to see that proper procedures are followed, that reasonable standards of workmanship and output are maintained, and that desired objectives are achieved.

Ability to work harmoniously with associates and with other groups and individuals engaged in or concerned with the construction, maintenance, and repair of sewers.

Ability to prepare needed reports.

Ability to learn to utilize various types of electronic and or manual recording and information systems used by the agency, office or related units.

Ability to read, write, speak, understand or communicate in English sufficiently to perform the duties of the position. American Sign Language or braille may also be considered as acceptable forms of communication.
