Definition

Under close supervision of a Building Inspector or Building Subcode Official, inspects new and existing buildings and structures to ensure compliance with the State Uniform Construction Code; does other related duties as required.

Examples of work

• May assist in the examination of plans for new structures to ensure compliance with the building subcode.
• Inspects construction jobs underway for compliance with provisions of the State Uniform Construction Code and makes recommendations to the supervisor regarding construction problems involved.
• May assist in initialing and enforcing rules and regulations in relation to enforcement of the building sub code.
• Prepare reports.
• Maintain essential records and files.
• Learn procedures for issuing citations to subcode violators.
• Receive classroom and/or on-the-job training in the materials, workmanship, and completed work and in the laws, rules and regulations, and/or ordinances establishing minimum standards for building construction.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Requirements

<b>REGISTRATION</b>

Current registration as a Building Inspector Trainee with the New Jersey Department of Community Affairs.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge, skills and abilities

• Knowledge of structural design and analysis techniques necessary to check compliance with the Uniform Construction Code.
• Knowledge of basic material standards and code enforcement requirements related to the construction of buildings.
• Knowledge of one of the building trades regulated by the building sub code.
• Ability to learn to analyze and interpret the Uniform Construction Code and other laws, rules, regulations, and policies applicable to the construction of buildings.
• Ability to learn to carry out the provisions of the Uniform Construction Code as they are related to the type of buildings and structures within the jurisdiction.
• Ability to work harmoniously with other public officials, private contractors, architects, and property owners.
• Ability to learn to conduct investigations and inspections.
• Ability to prepare clear, sound, accurate, and informative reports of inspections and investigations containing findings, conclusions, and recommendations.
• Ability to maintain essential records and files
• Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

• <b>ADVANCEMENT</b>:
• Appointees who successfully complete the approved course(s) within two (2) years of the effective date of employment as required by NJAC 5:23-5.4(d) 7 and 5:23-5.5 and obtain the Building Inspector license shall be advanced to the Building Inspector title under Civil Service Commission procedures.
• Appointees in the Apprentice title who complete the required course in less than two (2) years and obtain the Building Inspector license shall be advanced to the Building Inspector title.
• The inability of an Employee to successfully complete the required course in two (2) years from the date of appointment to the Building Inspector Apprentice title and obtain the Building Inspector license shall be considered as a cause for separation.

To remain employed, an apprentice must enroll in and successfully complete the appropriate approved course(s) within two years of the effective date of employment as required by NJAC 5:23-5.4(d) 7 and 5:23-5.5.

To remain employed, an apprentice must pass the appropriate modules of the National Certification Test in his/her specific sub code area within two years of the effective date of employment as required by N.J.A.C. 5:23-5.4(d) 8.

Apprentices may perform the inspections required by NJAC 5:23-2.18 only under direct supervision of a licensed Building Subcode Official or Building Inspector. The licensed supervisor must be onsite with the apprentice during performance of all required inspections.

Apprentices may perform an inspection of a singular specific point on a project or a repetitive singular specific point on one or more projects if directed to do so by a licensed supervisor where no code interpretation is required. In any such case, the inspection report must be completed by the apprentice and reviewed and countersigned by the licensed supervisor.

Records of authorized supervised inspections by apprentice and other on-the-job training activities must be signed by the supervisor and kept in the apprentice's job files.
