Definition

Under direction, inspects the large and more complex projects involving the construction, reconstruction, maintenance, and repair of bridges to assure compliance with plans and specifications; may take the lead o over lower level inspectors assigned to the same or different projects; does related work as required.

Examples of work

• Inspects bridges to detect damage or wear and to insure structures conform to safety regulations, specifications, plans and blueprints.
• Verifies bridge alignment with roadway by using levels and similar instructions.
• Observes installation of guardrails on bridges to insure constructions according to specifications.
• Determines need for repainting bridges to prevent rust or excessive weathering.
• Measures clearance between bridges and roads to insure sufficient clearance for passage of vehicles.
• Inspects piles, posts, and timbers to determine if decayed, split or crooked.
• Inspects bolts and rivets at joints of floor beams, stringers and panel points to insure that they are securely fastened.
• Inspects steel girders to detect buckling.
• Prepares reports of findings, noting location and type of structure, defects and extent of damage and need for repair.
• Inspects the repairing of bridges to insure that standards for materials and workmanship are met.
• Reports on the progress of projects.
• Checks accuracy of plans and specifications before approval.
• May lay out electrical rewiring of gatehouses and bridge navigation lights.
• Diagnoses movable bridge mechanical difficulties, recommending repair methods and assisting in repairs where necessary.
• May assist in designing bridge alterations or improvements.
• Discusses projects and material needs with contractors.
• Maintains contact with construction supervisors and contractors concerning work scheduling, interpretation of plans and specifications, selection of work methods, and materials and workmanship.

• Observes status and progress of work and makes necessary adjustments in accordance with established priorities.

• Instructs lower level inspectors in specific tasks and job techniques, checking work to ensure supervisor's instructions have been carried out properly.

• Gives assignments and instructions to personnel engaged in inspection of road construction and repair projects.
• Provides guidance to other workers as to procedures, policies, and regulations, and instructs them in specific tasks/job techniques, checking on work in progress and completed to see whether supervisory instructions have been carried out properly.
• Inspects and monitors progress of road construction work awarded to contractors.
• Ensures that specifications for earthwork, cuts, fills, slopes, ditches, rock excavations, storm sewers, catch basins, manholes, concrete head walls, concrete curbs, fine grading, construction concrete, bituminous macadam, gravel, and bituminous concrete pavements, spreading/rolling of stone, shoulders and guard rails, and erection/placement of signs are compiled with and that any permissible variations are within allowable tolerances.
• Ensures that contractors meet required standards for materials/workmanship.
• Determines status of work in relation to plans/specifications, and reports on project progress.
• Prepares estimates of sums due to contractors based on the portion of the project that has been completed.
• Inspects construction materials prior to use, and when necessary has them tested and approved by a laboratory.
• Prohibits the use of substandard materials.
• Maintains records including data on the labor, material, and equipment used in construction work.
• Observes work in progress to ensure that procedures followed and materials used are in conformance with specifications.
• Discusses deviations from specified construction procedures, plans, and specifications with contractor or construction supervisor to ensure compliance with regulations and approved plans.
• Visits developers to secure development agreements and performance bond to guarantee performance of work.
• Conducts visits to secure execution of drainage easements and agreements pertinent to stream clearance.
• Visits property owners pertinent to sale of property for realignment and widening of roads.
• Takes samples of materials to be used in laboratory testing to determine size, weight, and grading of stone and sand used in concrete work for pavements and samples of other materials.
• Uses a straight edge and visual inspection to confirm that a good riding surface has been obtained.
• Ensures that tools, machinery, and trucks are used in an appropriate manner to avoid accidents.
• Keeps records of load of distributing trucks, reporting gallonage, square yards penetrated or treated, rate per gallon, temperature, and source of materials.
• Helps to coordinate snow removal work.
• Prepares daily reports indicating status of work in relation to plans/specifications.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Experience

Four (4) years of experience in either: (1) the inspection of bridges to detect damage, need for repair, and to assure conformance to safety regulations and/or (2) in the inspection of bridge construction or repair work to assure compliance with plans, specifications, standards of workmanship and or (3) in the construction, repair and maintenance of bridges.

Two (2) years of experience in road construction and maintenance work.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge, skills and abilities

• Knowledge of the form, content and interpretation of bridge plans and specifications.
• Knowledge of the means of identifying varied types of materials and equipment used in the construction of bridges.
• Knowledge of the procedure and standards to be observed in inspecting construction work to determine compliance with plans and specifications and reasonable standards of workmanship, and of the establishment and maintenance of the needed records and/or files.
• Ability to interpret bridge construction plans and specifications.
• Ability to develop a suitable work program may be required.
• Ability to work harmoniously with contractors and fellow inspectors.
• Ability to take the lead and give suitable instructions to lower level inspectors may be required.
• Ability to make independent determinations concerning the compliance of the bridge construction work with plans and specifications and the need to make minor modifications to such plans and specifications.
• Ability to prepare correspondence.
• Ability to prepare clear, sound, accurate and informative statistical and narrative reports containing findings, analysis, conclusions, and recommendations.
