Definition

Under the direction of a supervising officer, has charge of the plant and equipment of two or more of the garages of a local jurisdiction; does related work as required.

Examples of work

  • Provides advice, guidance and instructions to other garage staff.
  • When the work program and working procedures have been approved, gives suitable assignments and instructions to groups and individuals and supervises their work.
  • Formulates and executes plans for the effective utilization of available funds, personnel, equipment, materials, and supplies.
  • Prepares standards and regulations to insure uniform practices and procedures.
  • Sees that buildings and facilities are properly maintained and repaired.
  • Checks road equipment to insure that proper use is being made of it and that it is being properly maintained.
  • Supervises the work involved in the operations, installation, maintenance, and repair of varied types of motor vehicles and equipment and mechanical apparatus.
  • Supervises the obtaining, storing, safeguarding, distribution and proper use of varied automotive repair parts, gasoline, tires, oil, and other materials and supplies.
  • Supervises the establishment and maintenance of records and files showing the disposition of parts and supplies, repairs made, and work done, and of personnel, equipment, materials, and supplies.
  • Prepares reports containing, findings, conclusions, and recommendations.
  • Inspects trucks, snow plows, graders, tractors, steamrollers, passenger cars, and other vehicles brought to garage.
  • Inspects and tests equipment and vehicles.
  • Requisitions and provides storage of supplies and parts.
  • Answers calls and complaints for repair work.
  • May assist in supervising the maintenance of garage facilities including storing of vehicles, cleanliness of plant, and the prevention of fire hazards.
  • Establishes and maintains records and files.
  • Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Requirements

<b>TRAINING</b>

Successful completion of one (1) year of training in automotive technology at an accredited community college or vocational school.

Experience

Five (5) years of experience involving servicing, maintenance, and repair of varied types of motorized equipment including automobiles and trucks, three (3) years of which shall have been in a supervisory capacity.

Knowledge, skills and abilities

  • Knowledge of procedures for conducting major and minor repairs to automotive equipment.
  • Knowledge of the procedures for keeping a garage clean, orderly, and free of hazard.
  • Knowledge of the distribution of parts and supplies. Ability to analyze garage operation and management problems.
  • Ability to provide advice, guidance and instructions to staff and supervise work performance. Ability to develop procedures for vehicle repairs.
  • Ability to inspect and repair automobiles, trucks, power mowers, tractors, trailers, snow plows, graders, gasoline rollers, and other municipal automotive equipment.
  • Ability to establish and maintain cooperative working relationships with coworkers and others involved in the work of the unit.
  • Ability to provide service to equipment.
  • Ability to keep current to practices in garage operations, and provide economical disposition of parts and supplies.
  • Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
  • Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

Applicants who do not possess the required year of formal training may substitute one (1) year of experience as a mechanic in the repair and installation of motors and the maintenance and repair of motorized vehicles and equipment.

An Automotive Service Excellence (ASE) Certification in one of the following specialties from the National Institute for Automotive Service Excellence may be substituted for the formal training: A-1 Engine Repair, A-6 Electrical/Electronic Systems, A-8 Engine Performance.

<b>LICENSES AND CERTIFICATIONS:</b>

Appointees must possess a driver's license valid in New Jersey. Appointees may also be required to possess a valid Commercial Driver's License (CDL) and applicable endorsements for the class and type of vehicle being operated.

The responsibility for ensuring that employees possess the required motor vehicle license, commensurate with the class and type of vehicles operated, rests with the Appointing Authority.

In accordance with Federal regulation 82:40, appointees responsible for the repair or servicing of motor vehicle air conditioners are required to possess and maintain a valid Air Conditioning and Refrigeration Technician Certification, commensurate with the type of equipment serviced, issued by the Federal Environmental Protection Agency.

In accordance with NJSA 13:20-47.15, appointees responsible for performing emissions inspections on diesel-powered vehicles will be required to successfully complete a course of instruction on Diesel Emission Inspection provided through the Appointing Authority. Appointees may be required to successfully complete re-training.

In accordance with the New Jersey Occupational Safety and Health Administration regulation 29 CFR 1910.178(l) (1), appointees responsible for the operation of industrial trucks (powered forklifts) will be required to obtain and maintain a current certification as a Powered Industrial truck Operator issued by the New Jersey Occupational Safety and Health Administration. Appointees may be required to successfully complete re-training.

In accordance with NJSA 13:20-45.16, appointees responsible for performing emissions repairs to gasoline-fueled vehicles are required to successfully complete the Emissions Technician Educational Program, and are required to possess and maintain a current certification as an Emissions Repairer Technician.

In accordance with NJSA 13:20-43.17, appointees responsible for performing emissions inspections to motor vehicles are required to successfully complete the training and are required to possess and maintain a current certification as a Motor Vehicle Emissions Inspector.

Appointees responsible for repairing or servicing motor vehicles equipped for alternate fuel will be required to successfully complete training and obtain an Alternate Fuel Certification. Appointees who possess an ASE Certification in Alternate Fuel are considered to have met this requirement.

Affected appointees are required to maintain valid certification, and successfully complete the re-certification processes within the timeframes mandated by statute.

The responsibility for ensuring that employees possess the required motor vehicle license, commensurate with the class and type of vehicle they operate, rests with the Appointing Authority.
