Where this title is used

General Supervisor Laboring is a local service title. It is filled by the counties, municipalities, authorities and other employers that have adopted civil service under Title 11A, not by State departments. Definition

Under direction, supervises Supervising Laborers and other employees involved in manual and unskilled laboring work; does other related duties.

Examples of work

  • Executes plans for the effective utilization of personnel, equipment, materials, and supplies.
  • Organizes and develops suitable work programs.
  • Gives suitable assignments and instructions to individuals and groups and supervises their work.
  • Supervises other supervisors and employees engaged in the work of sweeping streets, lifting and moving supplies, furniture and/or equipment, loading and unloading trucks, boarding buildings and cleaning the debris from abandoned buildings.
  • Ensures that proper safety precautions are taken by employees at work.
  • Inspects and checks work in progress or completed to see that proper procedures are followed.
  • Obtains, stores, safeguards and supervises the use of needed equipment, materials and supplies.
  • Keeps needed records of personnel, equipment, materials, supplies, work done and time spent.
  • Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Experience

Two (2) years of experience supervising people engaged in performing manual and unskilled laboring work.

License

Appointees will be required to possess a driver's license valid in NJ only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge, skills and abilities

  • Knowledge of the problems, procedures, and methods used in inspecting, analyzing, and determining the work to be done.
  • Knowledge of the problems involved in establishing, maintaining, and developing effective work programs and working procedures.
  • Knowledge of the problems involved in giving suitable assignments and instructions to groups and individuals and supervising their work.
  • Knowledge of the accepted procedures and processes used in the performance of routine and manual operations.
  • Knowledge of the proper methods of caring for equipment, materials, and supplies.
  • Ability to analyze the problems involved in doing varied types of laboring work.
  • Ability to organize assigned work and develops a suitable work program and working procedures for a group of laborers.
  • Ability to work harmoniously with associates and with other groups and individuals engaged in or concerned with varied types of laboring work.
  • Ability to obtain, store, safeguard, and supervise the proper use of needed equipment, materials, and supplies.
  • Ability to keep needed records.
  • Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
  • Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
