Definition

Under direction, takes the lead over and works with a group of employees performing tasks involving the maintenance, repair, resurfacing, and/or construction of roads within a jurisdiction and/or assists in the installation and/or maintenance of traffic lines and traffic signs; maintains grounds; does other related duties as required.

Examples of work

• Performs the more difficult and responsible work involving the maintenance, repair, resurfacing, and/or construction of roads.
• Assists in the assembly, installation and/or maintenance of traffic lines and signs.
• Takes the lead over staff responsible for repair, installation and/or maintenance tasks involving roads.
• Gives assignments and instructions to employees.
• Patches roads with oil and stone or cold patch.
• Cleans and repairs side drains, catch basins, and drainpipes.
• Cuts brush and trees.
• Unloads and stores salt.
• Erects posts.
• Installs drain pipes and catch basins.
• Lays walls.
• Paints guardrails.
• Constructs road drainage systems and all types of curbing adjacent to roads.
• Grades, constructs, widens, seals, coats, and paves roads.
• Works with crew engaged in sweeping the streets and shoveling accumulations into containers or trucks.
• Loads and unloads and applying sand and street repair materials where needed.
• Repairs curbs.
• Obtains, stores, safeguards, and properly uses equipment, materials, and supplies.
• Takes the lead over staff responsible for road maintenance tasks such as plowing snow, sanding and salting of roads, and unloading and storing of salt.
• Operates snow plows and road equipment.
• Ensures that the crew takes safety precautions and that proper procedures are taken to protect the public from injury.
• Inspects and checks completed work to ensure proper road repair and maintenance procedures are followed.
• Makes recommendations concerning disciplinary measures, promotions, and appointments.
• May operate, check, service, and make minor repairs to trucks and other road maintenance and construction equipment.
• In the absence of the supervisor, may temporarily assume supervisory duties, responsibilities, and authority.
• May apply or oversee the application of pesticides.
• Maintains essential records and files.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.

Experience

Three (3) years of experience in the construction, repair, and maintenance of roads or streets which may include work involving the installation and/or maintenance of traffic lines and signs.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Appointees may be required to possess a valid Commercial Driver's License (CDL) and applicable endorsements for the class and type of vehicle being operated.

Applicants may be required to possess a Commercial Pesticide Applicator's License in the appropriate category issued by the Department of Environmental Protection.

Knowledge, skills and abilities

• Knowledge of standard tools, materials, methods, practices, occupational hazards, and safety precautions involved in performing general maintenance and repair work.
• Knowledge of the care, maintenance, and operation of maintenance/construction equipment including cleaning, greasing, servicing, and making minor adjustments/repairs.
• Knowledge of construction/maintenance operations and procedures used in the repair and maintenance of roads.
• Knowledge of materials, equipment, and procedures used in the installation and maintenance of traffic lines and signs.
• Ability to identify problems involving operation of maintenance/construction equipment.
• Ability to organize and carry out road maintenance and repair projects.
• Ability to understand, remember, and carry out oral/written directions.
• Ability to learn quickly from explanations and from demonstrations.
• Ability to take the lead over and work with staff involved in the repair and maintenance of roads.
• Ability to provide employees with needed advice and assistance.
• Ability to prepare work schedules and develop effective work methods.
• Ability to obtain, store, safeguard, and use needed equipment, materials and supplies.
• Ability to check, clean, service, and make minor and emergency repairs.
• Ability to maintain essential records and files.
• Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
