SUPERVISING BRIDGE CONSTRUCTION INSPECTOR / SUPERVISING ROAD INSPECTOR

Definition

Under direction, supervises and works with a crew responsible for the construction and repair of bridge structures and components; does other related work as required.

Under direction, supervises and performs the work involved in investigating and inspecting the construction, reconstruction, maintenance and repair of roads to ensure compliance with plans and specifications; does related work as required.

Examples of work

• Supervises the construction and repair of bridges, bulkheads and culverts
• Constructs forms; ties steel; uses finishing tools in concrete construction; pours concrete; removes forms after construction is complete; performs flat welding
• Supervises and performs work involving the raising, placing and joining of structural steel members to form the framework or base of structures
• Oversees the renewal and repair of headers, stringers, girders, caps, floor beams, and other bridge timbers
• Supervises and performs work involving the building and repair of pier and foundation timber, fenders, plank decks, sidewalks, concrete stairways, and other parts of concrete and steel structures requiring the construction of forms and the mixing and placing of concrete
• Prepares foundations for bridge footings and abutments; constructs sack walls and rip rapping
• Constructs and repairs bridge houses, tool sheds, and other similar structures as required
• Directs the renewal and repair of bridge gates, guardrails and fences
• Ensures that steel headers, cover plates, and expansion joint plates are secure
• Assigns, reviews and evaluates the work of subordinate construction crew staff
• Supervises the work operations and/or functional programs and is responsible for employee evaluations and effectively recommending the hiring, promoting and/or disciplining of employees
• Supervises the maintenance of essential records and files
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units
• Makes visits to developers to secure development agreements and performance bond to guarantee performance of work.
• Plans and supervises the layout of drainage projects.
• Makes visits to secure execution of drainage easements and to secure agreements pertinent to stream clearance.
• Makes visits to property owners pertinent to sale of property for realignment and widening of roads.
• Prepares reports, keeps needed records.
• Supervises and is responsible for ensuring that specifications For earthwork, cuts, fills, slopes, ditches, rock excavation, storm sewers, catch basins, manholes, concrete head walls, concrete curbs, fine grading, construction of concrete, bituminous macadam, gravel and bituminous concrete pavements, spreading and rolling of stone, shoulders and guard rails and the erection and placement of signs are complied with and that only permissible variations within allowable tolerance occur.
• Takes samples of materials needed in the laboratory to determine the size, weight and grading of stone and sand used in concrete work for pavements, and samples of other materials as required.
• Supervises the maintenance of essential records and files, conducts field investigations in the case of curb openings.
• Supervises the plowing and removal of snow from county roads and installations.
• Prepares daily reports indicating the status of the work in relation to plans and specifications.
• Discusses various public works projects with municipal officials.
• Holds periodic meetings with staff to determine how their work is progressing and the difficulties they may encounter.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Experience

Five (5) years of experience in heavy maintenance or construction work which shall have included carpentry, masonry, painting, iron work, and/or welding work.

Five (5) years of experience in work involving the construction, maintenance and repair of roads, which shall have included the reading of plans and specifications.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge, skills and abilities

• Knowledge of the methods and procedures used to construct and repair bridge structures and components
• Knowledge of the methods and procedures used in erecting, rigging, and scaffolding
• Knowledge of the methods used to replace stringers, deck planks, pilings and caps
• Knowledge of the methods used in repairing fenders
• Knowledge of the methods used in constructing and repairing fencing, guardrails and foundations
• Ability to assess and analyze bridge construction problems, organize assigned work, and develop effective work methods
• Ability to supervise a crew responsible for performing bridge construction and repair work and evaluate the performance of their work
• Ability to supervise the use of equipment, materials and supplies used in constructing and repairing bridges
• Ability to establish and maintain cooperative working relationships with coworkers and other involved in the work of the unit
• Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units
• Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication
