Definition

Under direction, analyzes, evaluates, designs, and maintains existing or proposed telecommunications systems; does related work as required.

Examples of work

Analyzes user needs and plans, and develops effective and economic telecommunication facilities and services throughout the jurisdiction. Performs related studies and evaluations involving voice and data transmission, and computerized and electromechanical switching. Prepares detailed specifications and flow charts for implementation of new internal programs or modifications to vendor software. Coordinates installation of hardware. Monitors the operations of telecommunications systems and services of vendors. Monitors all data lines with the computer network by troubleshooting all line failures utilizing diagnostic capabilities to detect the source of the problem. Participates in the initiation and revision of rules and regulations required to maintain effective and economic telecommunications facilities and services including computerized and electromechanical switching of voice and data transmission lines and telecommunications networks. Assists in the planning and coordination required to consolidate telecommunications facilities and services to realize economies in the use of such facilities and services. Participates in staff surveys to determine agencies and functions suitable for consolation into a single telecommunications facility. Participates in the development of technical plans for telecommunications facilities, equipment, and services to meet operational requirements. Participates in periodic evaluations of existing telecommunication facilities, equipment, and services to meet operational requirements. Assists in the initiation, revision, and implementation of standard practices and procedures to control and direct the development of telecommunications facilities and services. Participates in the evaluation of all requests for telecommunications facilities equipment and services. Prepares recommendations regarding new and existing facilities. Recommends action on requests for equipment and services. Provides consulting and advisory services to the departments on telecommunications operations and problems. Participates in the execution of studies to determine that departments are prepared to effectively use special telecommunications services and equipment, and verifies the existence of sufficient justification for such use. Monitors the use and cost of special telecommunications services and equipment on a monthly basis to assure effectiveness and efficiency. Recommends corrective action in the type and quality of such services and equipment as may be necessary. Assists in preparing and maintaining telephone listings and telephone directories. May review the work of consultants operating under contract to provide telecommunications services to various departments. May oversee the work of clerical employees. Prepares reports and correspondence regarding assigned duties. Participates in the development and implementation of administrative improvements including work systems, organization changes, and program procedures pertaining to the operations of the agency/ jurisdiction Maintains essential records and files. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge of modern telecommunications equipment such as state and switch features, electromechanical and computerized switching and telepakgrouping facilities. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Six (6) years of professional experience in work involving evaluating telecommunications needs of users and establishing basic methods and operational capabilities required to meet those needs; or advising users on the types of telecommunications services available and the relative advantages, limitations, and costs of alternate methods of meeting those needs; or preparing or reviewing program planning for the development, expansion, or modification of telecommunications services; or scheduling and coordinating the actions required to install, staff, and maintain telecommunications services; or evaluating the effectiveness of telecommunications services and recommending or directing actions to improve the availability and efficiency of services;or supervising telecommunications operations, including responsibility for developing plans and methods for improving services or meeting new requirements, and for justifying and administering the resources required to provide adequate services. OR Possession of a bachelor's degree from an accredited college or university; and two (2) years of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
