Definition

Under direction, assists the Director of Police in organizing, developing, directing, supervising, and performing work involved in the management of the police department; does other related duties as required.

Examples of work

  • May assist the Director in developing and preparing the department budget.
  • In the absence of the Director, serves in his/her capacity.
  • Develops and assists in developing operational policy, work programs, and budgetary policies.
  • Evaluates effectiveness of work programs and procedures of all units within the department.
  • Promotes close coordination of planning efforts.
  • Develops effective work methods for subordinates.
  • Undertakes special studies pertaining to public safety functions.
  • Establishes and maintains helpful and cooperative relations with civic and business organizations, schools, and court offices, and with other groups and police authorities in other jurisdictions, and with others interested in the maintenance of law and order.
  • Gives assignments.
  • Prepares reports.
  • Directs the establishment and maintenance of records and files.
  • Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Experience

Three (3) years of management experience in a public safety or law enforcement agency or military organization.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

<b>SPECIAL QUALIFICATIONS:</b>

Knowledge, skills and abilities

  • Knowledge of pertinent laws and ordinances.
  • Knowledge of problems and procedures involved in working out the internal organization and formulating rules and regulations for a police department.
  • Knowledge of methods used in providing citizens and others with public safety information, service, and protection.
  • Knowledge of the preparation of department budgets.
  • Knowledge of methods used in purchasing equipment, materials, and supplies.
  • Ability to analyze and interpret laws, ordinances, rules, regulations, standards, and procedures, and to apply them to specific situations and cases.
  • Ability to organize work in such a manner as to provide needed services and protection.
  • Ability to formulate rules and regulations.
  • Ability to obtain and make effective use of funds, personnel, equipment, and quarters.
  • Ability to give assignments and instructions to individuals and groups, provide them with needed advice and assistance when difficult and unusual problems arise, and check their work to see that proper procedures are followed, that reasonable standards of workmanship, conduct, and output are maintained, and that desired objectives are achieved.
  • Ability to take the lead in establishing and maintaining helpful, cooperative relationships with individuals and groups interested in the maintenance of law and order.
  • Ability to ensure that members of the department treat citizens and others with uniform courtesy and consideration, and provide them with proper information and services.
  • Ability to take and maintain a firm, correct stand when controversies and differences of opinion arise.
  • Ability to prepare and supervise the preparation of clear, sound, accurate, and informative reports.
  • Ability to direct the establishment and maintenance of public safety records and files.
  • Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
  • Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

Six (6) years of supervisory experience in law enforcement or three (3) years of supervisory public safety experience involving the protection of persons, safeguarding of property, observance of the law, and apprehension of law breakers may be substituted for the management experience indicated above.

Appointees to this position must successfully qualify semi-annually in the use of firearms.
