Definition
Under direction, performs the more difficult inspection work involved in eliminating blight and restoring and/or eliminating subnormal housing accommodations and/or takes the lead over a small inspection unit; does related work as required.
Under direction, examines the working plans of proposed buildings for compliance with state, county, and local zoning laws, ordinances, rules, and regulations and conducts field work to ensure compliance with zoning regulations; does related work as required.
Examples of work
- Inspects buildings for health and safety violations.
- Confers with individual property owners relevant to service of notices and violations.
- Reinspects houses after completion of repairs to assure compliance with regulations.
- Inspects those dwellings that present difficult and unusual problems.
- Assists in supervising and coordinating the functions of the agency with other concerned agencies.
- Attends various meetings.
- Prepares suitable reports.
- Gives suitable assignments, advice and guidance to assigned Field Representatives and Housing Inspectors.
- Maintains necessary records and files.
- Presents inspection findings in court cases.
- May inspect hotels and/or multiple dwellings to detect and eliminate fire hazards and to enforce the provisions of relevant fire safety codes and related regulations.
- May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
- Examines working plans of proposed structures for compliance with state, county, and local zoning laws, ordinances, rules, and regulations.
- Reads and corrects final plans.
- Consults with architects, owners, and contractors on compliance problems.
- Conducts field inspections to ensure compliance with zoning regulations and applicable rules, and initiates appropriate enforcement actions against violators.
- May assist in the promulgation of zoning regulations.
- May supervise staff and work activities.
- Prepares and supervises the preparation of reports.
- Directs the establishment and maintenance of essential records and files.
- Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.
Experience
Two (2) years of experience in building inspection, building repair, building maintenance, construction, construction inspection, and/or other work concerned with building structures and/or building repair.
Three (3) years of experience in the preparation and revision of building construction plans and specifications or in the inspection and enforcement of zoning and/or building construction laws and regulations.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
- Knowledge of the approved inspection methods involved in preventing and eliminating blight and restoring and/or eliminating subnormal housing accommodations.
- Knowledge of state and municipal housing codes and zoning ordinances.
- Ability to perform the inspection work involved in preventing and eliminating blight and/or substandard housing accommodations.
- Ability to meet with people and deal effectively with their housing inspection problems.
- Ability to participate in community affairs.
- Ability to present inspection findings in court cases.
- Ability to prepare clear, sound, accurate and informative reports containing findings, conclusions and recommendations.
- Ability to give suitable assignments to assigned employees.
- Ability to maintain suitable records and files.
- Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

- Knowledge of provisions of the local building code and zoning ordinance after a period of training.
- Knowledge of the effective means of obtaining and maintaining proper liaison between municipal authorities and private contractors.
- Ability to analyze and interpret the local zoning ordinance and other local ordinances that apply to buildings, and state and county laws, rules, regulations, and policies applicable to buildings, zoning, and sanitation.
- Ability to prepare clear, sound, accurate, and informative reports containing findings, conclusions, and recommendations.
- Ability to achieve compliance with local zoning regulations.
- Ability to provide guidance to staff and supervise their work performance.

Note
Successful completion of a course in Principles of Housing Inspection may be substituted for six (6) months of the work experience.
Possession of a current and valid Fire Inspector Certification issued by the New Jersey Department of Community Affairs may be required.
Appointees will be required to possess a license as an Inspector Multiple Dwellings, issued by the New Jersey Department of Community Affairs, when assigned to a municipality approved to conduct cyclical inspections of multiple dwellings in conjunction with the State Local Cooperative Housing Inspection Program (SLCHIP).
