WEIGHTS AND MEASURES APPRENTICE BILINGUAL IN SPANISH AND ENGLISH

Definition

Under the close supervision of a Weights and Measures Inspector 3 or other supervisory official, in a three-year training program, performs productive work while receiving formal and on-the-job training in the inspection and testing of weighing and measuring devices; does other related duties as required.

Examples of work

• <i>Under close supervision, as a trainee and productive worker:</i>
• Learns to perform activities to inspect and test all types of weighing and measuring devices using scales, leverage devices, volumetric instruments, and other standard and metric methods to determine accuracy of equipment tested and sealing approved equipment.
• Learns to inspect and test all types of weighing and measuring devices used to pack commodities, weigh vehicles, dispense gasoline, fuel oil, liquefied petroleum gas, and other petroleum products.
• Assists in the operation of heavy-duty scale testing units and auxiliary equipment, volumetric meter provers, pharmaceutical and other specialized testing equipment.
• Learns to investigate routine complaints and recommend proper remedial action to an immediate supervisor.
• Learns to file issues, solid fuel licenses, records, and other files.
• Learns to prepare reports of tests, inspections, calibrations, and investigations containing observations, findings, conclusions, recommendations, and actions taken.
• Learns to collect evidence and develop a case management file against violators of weights and measures statutes/regulations.
• Learns to work in concert with other law enforcement agencies in the arrest and prosecution of law violators.
• Learns to testify in civil or criminal court proceedings as a witness for the state concerning violations to the state weights and measures statutes and regulations.
• Learns to file routine reports on completed inspections.
• Learns to inspect Weighmasters' applications.
• Compiles data for reports.
• Maintains records, reports, and database files.
• Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used in the agency, office, or related units.

License

Appointees will be required to possess a driver's license valid in New Jersey. Appointees may also be required to possess a valid Commercial Driver's License (CDL) and applicable endorsements for the class and type of vehicle being operated.

Knowledge, skills and abilities

• Ability to interpret and apply the laws, rules, standards, policies, procedures, and specifications governing weights and measures and ethical standards.
• Ability to organize fieldwork, analyze weights and measures enforcement activities, and develop work methods.
• Ability to establish and maintain cooperative working relationships with those interested or involved in the work of the unit.
• Ability to explain laws, rules, procedures and policies to users of weighing devices and other concerned or interested persons.
• Ability to learn to investigate and recognize fraudulent practices and violations of New Jersey weights and measures statutes and regulations.
• Ability to handle controversial situations.
• Ability to learn to inspect and test all types of weighing and measuring devices.
• Ability to learn to drive various types of commercial and heavy-duty vehicles and obtain the license level necessary to operate such vehicles.
• Ability to prepare reports and correspondence on weights and measures containing findings, conclusions, and recommendations.
• Ability to learn to operate a two-way police mobile radio.
• Ability to maintain records and files.
• Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

• <b>ADVANCEMENT:</b>
• Appointee's work performance will be reviewed and rated semi-annually during each twelve (12) months of the three (3) year apprenticeship program. Upon successful completion of the thirty-six (36) month apprenticeship program, appointees will be eligible for advancement to the title of Weights and Measures Inspector 1 in State service, or to the title of Assistant Superintendent of Weights and Measures in local service, in accordance with New Jersey Civil Service Commission procedures.
• The inability of an employee in the Apprentice title to satisfactorily complete the training period and/or attain a level of performance warranting advancement to the title of Weights and Measures Inspector 1 in State service or the title of Assistant Superintendent of Weights and Measures in local service, shall be considered cause for separation from employment.

Appointees will be required to successfully complete the Weights and Measures training program conducted by the State Office of Weights &amp; Measures, Department of Law and Public Safety, during the apprenticeship program.

The responsibility for ensuring that employees possess the required motor vehicle license, commensurate with the class and type of vehicles they operate, rests with the Appointing Authority.
