Definition

Under direction of a Supervising Environmental Compliance Inspector or other supervisory official in the Department of Transportation, the more complex inspections conducts or takes the lead in inspections of environmental activities and monitors compliance with the terms and conditions of permits, certificates, and approvals issued by the agency as well as monitoring program, statutory, and regulatory requirements; does other related duties.

Examples of work

• Participates in the development, maintenance, and update of an inventory of all point source discharges and other areas assigned to the program.
• Conducts the more complex and/or takes lead in conducting inspections and field studies, and surveys, to ensure compliance with determinations, enforcement case developments, and the issuance of enforcement documents and permits according to state and/or federal statutes, department rules and regulations, and engineering plans and specifications.
• Investigates compliance status of enforcement documents.
• Conducts preliminary review of referrals for completeness and determines whether additional information is needed.
• Coordinates emissions testing operations with engineers and facility owners; assembles technical source emission samples and monitors test equipment performance.
• Consults with engineers, facility owners, facility operators, shippers, New Jersey State Police, and other interested parties regarding enforcement matters.
• Operates and maintains specialized collection, control, testing, and measuring equipment.
• Witnesses technical source emissions tests; prepares reports on physical conditions at test facilities.
• Confers with municipal and county health/environmental officials to promote compliance with rules and regulations.
• Conducts surveillance operations and inspections of illegal handling, shipping, and disposal activities.
• Performs mathematic computations and analysis.
• Reviews plans of industrial sites and waste facilities involving cleanup and removal practices.
• Participates in enforcement activities to obtain compliance with permits and regulations.
• Reviews and evaluates compliance reports from permittees and/or staff and facility representatives for compliance with applicable state and federal regulations.
• May assume lead during group assignments of Environmental Compliance Inspectors.
• Participates in the training of Environmental Compliance Inspectors and county inspectors.
• Responds to environmental emergencies and complaints; conducts inspections or investigations on a 24-hour basis.
• Collects data and samples for investigations according to established policies, procedures, and prescribed chains of custody.
• Prepares correspondence, investigation reports, enforcement reports and documents, telegrams, orders, administrative orders, administrative penalties, referrals to the Attorney General, and cease and desist orders.
• Gathers evidence; represents the department in hearings and court actions.
• Conducts follow-up enforcement actions to monitor compliance.
• Investigates and responds to complaints.
• Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.

Experience

Three (3) years of experience in environmental compliance programs including inspections, investigations, testing, surveys and/or enforcement activities, one (1) year of which shall have involved gathering of legally significant evidence and/or the collection of data and samplings using measuring, recording, and/or testing equipment.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

• Knowledge of the techniques used to conduct environmental investigations and inspection.
• Knowledge of the methods used to collect and process samples.
• Knowledge of safety procedures and regulations governing disposal, cleanup, transport and removal of hazardous materials.
• Knowledge of the hazardous materials, or contaminants which may be present or emitted from various sources.
• Ability to understand the construction and operation of municipal and industrial treatment and distribution facilities, wells, dams, and appurtenances.
• Ability to participate in the training of local government inspectors.
• Ability to perform routine mathematic calculations and rudimentary analysis.
• Ability to prepare reports, correspondence, and enforcement documents relative to inspection of environmental activities.
• Ability to review applications, plans, and diagrams for design, and compliance with operational requirements specified in the regulations.
• Ability to interpret laboratory analysis of samples for compliance with conditions of issued permits.
• Ability to participates in the development of procedures governing disposal, cleanup, transport, and removal procedures.
• Ability to investigate complaints.
• Ability to read and interpret engineering drawings relevant to job assignments.
• Ability to interpret and apply laws, rules and regulations impacting program activities.
• Ability to represent the department in court and provide testimony under oath.
• Ability to establish and maintain cooperative working relationships with individuals, agencies, and groups.
• Ability to use, understand, and prepare maps, charts and diagrams for field investigations, reports, and courtroom exhibits.
• Ability to respond to environmental emergencies and conduct inspections and/or investigations on a 24-hour basis.
• Ability to work independently or as a team member.
• Ability to ascend and descend stacks, buildings, and/or rail cars, tank trucks, cargo tanks, and vessels, and to work in other hazardous environments.
• Ability to develop, up-date, and maintain current workload inventories relevant to facilities and other critical areas.
• Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
