Definition

Under direction of a Supervising Environmental Compliance Inspector, or other higher level supervisory official in the Department of Transportation, may supervise or independently perform the most complex inspections of environmental activities and monitors compliance with the terms and conditions of permits, certificates, and approvals issued by the agency as well as monitoring program, statutory, and regulatory requirements; does other related duties.

Examples of work

• Develops, maintains, and updates an inventory of all facilities and other areas assigned to the program.
• Plans, schedules, conducts, and supervises the conduct of inspections and field studies, and surveys and inspections to ensure compliance with determinations, enforcement case developments, and the issuance of enforcement documents and permits according to state and/or federal statutes, department rules and regulations, and engineering plans and specifications.
• Plans, organizes, and assigns the work of the organizational unit and evaluates employee performance and conduct, enabling the effective recommendation of the hiring, firing, promoting, and disciplining of subordinates.
• Provides advice on the data required for compliance with applicable regulations.
• Supervises the compliance status tracking of recipients of enforcement documents.
• Reviews monthly operating reports from treatment facilities.
• Reviews and evaluates compliance reports from permittees and/or staff and facility representatives for compliance with applicable state and federal regulations.
• Supervises group assignments of Environmental Compliance Inspectors.
• Witnesses final inspections and testing of completed handling facilities.
• Consults with engineers, facility owners, facility operators, shippers, New Jersey State Police, and other interested parties regarding inspection and enforcement matters.
• Collects prescribed data or samples for each category of policies, procedures, and prescribed chains of custody.
• Conducts emissions testing operations with engineers and facility owners; designs and assembles technical source emissions sampling trains; monitors test equipment performance. Responds to environmental emergencies and complaints; conducts inspections or investigations on a 24-hour basis.
• Develops new or revised safety procedures used to perform specific tests.
• Develops inspection procedures for the disposal, cleanup, transport, and removal of hazardous materials.
• Trains Environmental Compliance Inspectors and county inspectors.
• Assigns, schedules, and supervises surveillance operations involving illegal handling and disposal activities.
• Provides instruction in the operation and maintenance of specialized collection, control, and testing equipment, recording devices, and measuring instruments.
• Reviews referrals for completeness; determines whether additional information is needed.
• Supervises inspections and enforcement activities to obtain compliance with permits and regulations.
• Prepares correspondence, investigation reports, enforcement reports and documents, telegram orders, administrative orders, administrative penalties, cease and desist orders, and referrals to the Attorney General.
• Gathers evidence and represents the department in hearings and court actions.
• Reviews plans of industrial sites and waste facilities involving cleanup and removal practices.
• Investigates complaints.
• Performs mathematical computations and rudimentary analysis.
• Confers with municipal and county health/environmental officials, and other personnel to promote compliance with agency rules and regulations.
• Prepares reports and correspondence.
• Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office or related units.

Experience

Four (4) years of experience in environmental compliance programs including inspections, investigations, testing, surveys, and/or enforcement activities, one (1) year of which shall have involved gathering of legally significant evidence and/or collection of data and samplings using measuring, recording, and/or testing equipment.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

• Knowledge of the techniques used to conduct environmental investigations and inspections.
• Knowledge of safety procedures and regulations governing disposal, cleanup, transport, and removal of hazardous materials.
• Knowledge of the methods used to collect and process samples.
• Knowledge of the hazardous materials or contaminants which may be present emitted, from various sources.
• Ability to understand the construction and operation of municipal and industrial treatment and distribution facilities, wells, dams, and appurtenances.
• Ability to develop, up-date, and maintain current workload inventories relevant to point source discharges and other critical areas.
• Ability to train, supervise, and evaluate the work of others.
• Ability to perform mathematic calculations and rudimentary analysis.
• Ability to read and interpret engineering drawings relevant to job assignments.
• Ability to interpret and apply laws, rules, and regulations impacting program activities.
• Ability to review applications, plans, and diagrams for design and compliance with operational requirements specified in the regulations.
• Ability to interpret laboratory analysis of samples for compliance with conditions of issued permits.
• Ability to work independently or assume leadership of a team. Ability to develop procedures governing disposal, cleanup, transport, and removal of hazardous materials.
• Ability to represent the department in court and provide testimony under oath.
• Ability to establish and maintain cooperative working relationships with individuals, agencies, and groups.
• Ability to observe and develop safety rules and procedures.
• Ability to respond to environmental emergencies, and conduct inspections and/or investigations on a 24-hour basis.
• Ability to ascend and descend stacks, buildings, and/or cars, tank trucks, cargo tanks, and vessels, and to work in other hazardous environments.
• Ability to investigate complaints.
• Ability to use, understand, and prepare maps, charts, and diagrams for field investigations, reports, and courtroom exhibits.
• Ability to establish and maintain records and files.
• Ability to prepare and/or supervise the preparation of clear and concise reports, letters, and enforcement documents.
• Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
