Definition

Under the direction of the Executive Director, or other supervisor, New Jersey Election Law Enforcement Commission, conducts investigations, analyzes, and evaluates financial and other related records of persons, agencies or business firms to Commission requirements: does related work as required.

Examples of work

Conducts field investigations to review financial, accounting, and other monetary records of persons, agencies or business firms subject to Commission requirements. Prepares reports of activities. Provides recommendations on the course and scope of investigative activities. Evaluates and responds to citizen complaints and other requests of the Commission. Arranges and prepares for the Commission's private and public hearings. Establishes and maintains cooperative working relationships with investigative counterparts in other law enforcement agencies. Conducts random audits; provides recommendations for audits based on evidence. Conducts initial audit of returns filed for completeness and accuracy. Monitors and screens candidate filing to enforce Commission requirements. Prepares correspondence.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Knowledge of investigative methods and techniques. Knowledge of the methods used to audit financial records. Knowledge of the methods used in financial record- keeping. Ability to read and interpret laws, rules and regulations and apply them to specific situations. Ability to effectively deal with candidates, campaign treasurers, attorneys and others involved in campaign finance reporting. Ability to interview witnesses to obtain information. Ability to review and audit campaign financial records to determine compliance with the statutory requirements. Ability to prepare reports and correspondence. Ability to evaluate and respond to citizens complaints and other requests for information. Ability to relate statutory requirements to candidates, campaign treasurers and others. Ability to conduct audits and investigations. Ability to determine the accuracy of financial records. Ability to testify at complaint hearings. Ability to establish and maintain cooperative working relationships with others interested or involved with the work of the Commission. Ability to arrange, prepare for and testify at Commission hearings. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Seven (7) years of professional experience in conducting investigations, or audits which must have included the investigation, examination, and analysis of financial records. OR Possession of a Bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgement and make accurate and informed decisions.
