CRIMINAL INTELLIGENCE ANALYST TRAINEE

Definition

Under close supervision, as a trainee and productive worker assigned to a program or operational unit in a law enforcement agency, learns to research, analyze, and evaluate information and/or data for the purpose of preventing or investigating crime, terrorism, and other threats to public safety; assists in preparing detailed reports, charts, and analysis for further investigation; does other related duties as required.

• Under supervision, as a trainee and productive worker:
• Learns to conduct research and crime analysis to identify and evaluate patterns and trends of criminal and/or terrorism activity.
• Learns to prepare analytical reports containing findings, conclusions, and recommendations based on research and crime analysis.
• Learns to identify appropriate sources of information including database queries, open-source information, and social media to support intelligence production.
• Learns to collect data and perform searches on secured databases, open source platforms, and information sources made available through investigative activities of others or in concert with other law enforcement organizations.
• Learns to process intelligence information using various analytical tools.
• Learns to integrate data to produce intelligence studies, reports, correspondence, briefings, presentations, crime maps, threat assessments and warnings, link analysis, and forecasts.
• Learns to compile and analyze criminal and intelligence data according to location, time, special characteristics, and other distinguishing features to locate and identify patterns and trends related to criminal and/or terrorist objectives and organizations.
• Learns to research, analyze, evaluate and correlate criminal intelligence information and/or data to determine source reliability, accuracy, and integrity.
• Learns to develop investigative leads and connections.
• Participates in development of data collection and intelligence methods.
• Learns to assess intelligence and provide tactical and operational analysis focused on criminal and/or terrorist activities with a local nexus.
• Learns to prepare link analysis, timelines, commodity flow, telephone toll, financial analysis, and other computerized charts and visualizations to clarify and organize information for further investigation and/or prosecution in criminal court.
• Learns to respond to time sensitive requests for database queries, research, and analysis to provide tactical and operational support for ongoing investigations.
• Enters criminal intelligence information and/or suspicious activity reporting into a computer database or criminal intelligence system.
• May serve as a liaison with other local, state, and federal agencies on criminal and counter-terrorism intelligence matters.
• May develop educational and informational materials on the prevention of criminal and terrorist activity.
• Maintains confidentially standards; abides by all security protocols.
• May provide testimony in court.
• Maintains essential records, reports, and files.
• Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Education

Graduation from an accredited college or university with a bachelor's degree including or supplemented by twenty-one (21) semester hour credits in any combination of the following subject areas: criminal justice, criminology, intelligence studies, computer science, data science, political science, homeland or national security, emergency management, mathematics, or statistics.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

• Knowledge of the intelligence process and analytical methodologies and techniques as they apply to the police and/or counter-terrorism intelligence function after a period of training.
• Knowledge of methods used to collect and analyze data.
• Knowledge of methods used to conduct statistical analysis and probability modeling.
• Knowledge of modern research techniques.
• Ability to review, interpret, and evaluate data and information.
• Ability to organize, prioritize, and plan work effectively.
• Ability to learn to identify and select appropriate data sources and apply analytic techniques and methodologies to support law enforcement intelligence and/or counter-terrorism functions.
• Ability to learn to perform searches on and collect data from secured databases, open source platforms, and information sources.
• Ability to learn to utilize analytical tools to process intelligence information.
• Ability to learn to enter criminal intelligence and/or suspicious activity into a computer database.
• Ability to prepare clear, concise, and accurate reports and develop educational and informational materials.
• Ability to maintain essential records, reports, and files including highly sensitive and confidential information.
• Ability to learn to analyze intelligence information/data and produce clear and concise intelligence products containing findings, conclusions, and recommendations.
• Ability to learn to identify relevant information to substantiate elements of crime in accordance with New Jersey laws and regulations.
• Ability to learn how to develop investigative leads and connections.
• Ability to work cooperatively with those interested or involved in the work of the unit.
• Ability to interpret and apply basic laws, rules, regulations, policies, and procedures.
• Ability to learn how to prepare computerized charts and visualizations including link analysis, timeline, commodity flow, telephone toll, and financial analysis.
• Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

• <b>ADVANCEMENT:</b>
• Appointees who successfully complete the twelve (12) month training period will be eligible for advancement to the Criminal Intelligence Analyst title in accordance with the New Jersey Civil Service Commission procedures.
• The inability of an employee in this trainee title to attain a level of performance warranting advancement to Criminal Intelligence Analyst shall be considered as cause for separation.

Incumbents in this position are not police officers, may not perform law enforcement duties, and have no law enforcement authority.
