Definition
Under the direction of the Director, Division of Local Government Services, Department of Community Affairs, manages the work programs of the Bureau of Authority and Financial Regulation and Assistance and provides the necessary support to the Director to enforce local public authority and special district finance laws as determined by statutes and promulgations of the Local Finance Board; provides technical assistance to the above jurisdiction in the area of budgeting, debt management, fiscal reporting, and controls. Manages staff and work activities; prepares and signs official performance evaluations for subordinate staff; does other related duties as required.
Examples of work
- Manages the operation of the Bureau, including the development and evaluation of the work program and operating procedures for the auditing, budgeting, bonding, and regulatory requirements pertaining to municipalities, counties, local authorities, and fire districts.
- Approves the review of all applications by local units to create new authorities; based upon staff input makes recommendations to the Division Director regarding acceptability.
- Manages the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or discipline of employees.
- Approves the review and examination of all municipal, county, local authorities, and fire district budgets to ensure they are prepared in accordance with state statutes and regulations; based on staff input makes recommendations to the Division Director regarding acceptability.
- Approves the review and examination of all requests for approval of new debt authorizations by municipal, county, local authorities, and fire districts in the state; based on staff input, and makes recommendations to the Division Director regarding acceptability.
- Based upon review of audit reports prepared by Bureau staff or independent auditors, makes recommendations to the Division Director regarding problems identified, and suggests corrective action including the need for hearings before the Local Finance Board.
- Provides necessary assistance to municipal, county, local authorities, and fire district officials and attorneys in bond authorizations and debt management.
- Approves the preparation of informational literature to local public authorities, Certified Public Accountants, and Registered Municipal Accountants on matters pertaining to public authority finance procedures and law.
- Prepares the annual budget for the Bureau and administers that budget throughout the fiscal year.
- Responds to inquiries and interprets policies of the Division to Registered Municipal Accountants, Certified Public Accountants, Attorneys, Chief Financial Officers, City Managers, Mayors, and other municipal and authority officials in the areas of public finance, both regulatory and technical in nature.
- Approves the development and evaluation of all forms for municipal, county, local authorities, and fire district budgets, reports of audit, confidential questionnaires, and other reports as required.
- Manages Single Audit desk reviews as performed in compliance with Federal Regulations and State OMB requirements.
- Provides assistance in the development and implementation of policies and procedures to address the unit's responsibilities as a cognizant agency for State and Federal grants.
- Prepares extensive correspondence during official duties.
- Approves the preparation of clear, accurate, and informative statistical, financial, and other reports of the Bureau containing findings, conclusions, and recommendations.
- Manages the maintenance of essential records and files.
- Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Education
Graduation from an accredited college or university with a Bachelor's degree in a major course of study in business administration, accounting, or related subject area.
Experience
Five (5) years of professional experience in work involving municipal finance, local authority finance, particularly bonding, fiscal administration, and audit procedures, two (2) years of which shall have been in a supervisory capacity such as Authority Finance Director, Comptroller, Business Administrator, or other similar authority or state position.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
- Knowledge of effective municipal and local authority finance and management practices and procedures.
- Knowledge of the typical functions, responsibilities, organizational structures of municipalities, counties, local authorities and fire districts.
- Knowledge of modern governmental budget practices.
- Knowledge of managerial principles and techniques.
- Ability to read, interpret, and apply the various state laws applicable to the establishment and operation of municipalities, counties, local authorities and fire districts.
- Ability to understand and apply the principles, methods, and procedures used for auditing specific problems in accordance with statutory law or established Division procedures.
- Ability to compile, review, analyze, and interpret complex financial data and develop forms for recording such data.
- Ability to comprehend, interpret, and apply applicable laws and regulations to municipal, county, local authorities, and fire district financial practices and procedures.
- Ability to prepare and administer budgets for the Bureau.
- Ability to prepare and/or supervise the preparation of reports containing findings, conclusions, and recommendations.
- Ability to give appropriate assignments, instructions, and supervision to employees.
- Ability to prepare correspondence during official duties.
- Ability to supervise the maintenance of essential records and files.
- Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
- Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
