In plain language

The coverage matrix, and the fastest way to read a workweek code. It has two halves, one for work up to 40 hours in a week and one for work beyond 40. Up to 40 hours only the 35 hour codes earn anything in cash: 35 and 3E draw one and a half times the hourly proration of base salary or compensatory time at the same multiplier, while 40 and 4E have no entitlement because they are already at 40, and NE, NL and N4 get at most discretionary time off, hour for hour. Beyond 40 hours the covered codes 35, 40 and NE draw one and a half times the regular rate or compensatory time subject to the 240 hour cap, 480 hours for public safety, emergency response and seasonal work. The exempt fixed codes 3E and 4E also draw cash. NL and N4 draw none, the only exception being a declared exceptional emergency.
