Definition
Under the direction of an administrator in the Division of Developmental Disabilities, Department of Human Services, manages regional operations, supervises purchased and direct service delivery for the developmentally disabled population of an assigned region; does other related duties.
Examples of work
- Supervises staff responsible for the delivery of purchased and direct services for the developmentally disabled which may include adult and day training services, clinical services, case management services, contract administration, eligibility determination, development of community living arrangements, and placement of clients.
- Supervises the operation of regional community service offices.
- Supervises the negotiation of service contracts.
- Coordinates the delivery of community services.
- Supervises the monitoring and evaluation of provider agencies for compliance with contractual terms.
- Determines service needs, recommends priorities for service delivery and resource allocation.
- Evaluates service delivery.
- Manages the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.
- Establishes and maintains cooperative working relationships with others interested or involved in the work of the program.
- Reviews and evaluates program performance and effectiveness.
- Prepares reports and correspondence.
- Supervises the maintenance of records and files.
- Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
Education
Graduation from an accredited college with a Master's degree in Social Work, Education, Sociology, Nursing, Administration, Psychology, Speech Therapy, Occupational Therapy or Physical Therapy.
Experience
Five years of experience in the administration of service for the developmentally disabled, three (3) years of supervisory experience in the administration of services for the developmentally disabled which must have included program direction, coordination and staff management of a social service or education program for the developmentally disabled.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

- Knowledge of the budget techniques needed to administer service contracts.
- Knowledge of the service needs of the developmentally disabled.
- Knowledge of the methods used to evaluate the delivery of purchased and direct services.
- Ability to supervise the delivery of purchased and direct services for the developmentally disabled.
- Ability to provide assignments and instructions to staff and supervise their performance.
- Ability to supervise the negotiation of service contracts.
- Ability to identify service needs and priorities and determine resource allocation.
- Ability to review and evaluate program performance and effectiveness.
- Ability to establish and maintain cooperative working relationships with those interested or involved in the work of the unit.
- Ability to prepare reports and correspondence.
- Ability to interpret laws, rules and regulations and apply them to specific situations.
- Ability to supervise the maintenance of records and files.
- Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
- Ability to read, write, speak, understand or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
