Definition
Under the general direction of the Chief Executive Officer Clinical/Medical Director, or other administrative officer in a Psychiatric Facility, Division of Mental Health and Hospitals, or administrative supervisor in the Community Services Section, Division of Mental Retardation, Department of Human Services, coordinates and manages the implementation of a rehabilitative services program consisting of vocational, occupational, rehabilitative, medical, and volunteer services; therapeutic recreation, creative arts to include drama, art, music, and movement therapy; vocational and academic education; and consumer education services; does related work as required.

- <i><u>In the Division of Mental Health and Hospital</u></i>
- Coordinates all interdisciplinary programs and activities referrals for residents within the hospital. Negotiates, coordinates, and processes residents' referrals to community and other agency program.
- Provides administrative supervision for the Department heads or consultants of each of the disciplines and programs in rehabilitative services.
- In accord with the interdisciplinary therapy team, evaluates hospital-wide programmatic needs for residents, develops and implements such programs in the hospital. Seeks money-earning vocational job contracts for residents from non-hospital sources. Provides resident and staff job training as needed.
- Coordinate and reviews the functioning and administration of the programs of these services for both centralized and decentralized programs and community contacts and interfacings for these services.
- Develops and maintains referral agreements with community and/or private workshops, educational institutions, etc. seeks job opportunities and/or work placements for residents to be discharged. Seeks and develops joint hospital community educational and/or vocational projects, grants, etc.
- Develops and coordinates interdisciplinary rehabilitation service, in-service training, and in-service training for rehabilitative service staff with the Director of Training and staff development.
- Evaluates staff education and in-service needs to meet programmatic objectives for residents' rehabilitation. Provides such education. Evaluates residents' vocational and/or academic educational needs, develops such educational programs.
- Coordinate the implementation and develops the hospital plan and time table for the Normalization Program as well as reviews PASS (Program Analysis of Services) and other studies.
- Develops and expands opportunities for patient participation in Advocacy programs and develops means for client to propose and evaluate Patient Advocacy Programs.
- Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.
- Provides Unified Services linkages through community meetings and other services including joint programs together with volunteer services which maximize use of off-ground programs.
- Review Level of Functioning data regarding client needs for programs and designs or restructures programs and resources to meet these needs.
- Provide overall guidance to the components of the services based on the goals and objectives of the service, the hospital, the Division of Mental Health and Hospitals, and the Department of Human Services and is responsible for the interpretation, development and implementation of these services in conjunction with the therapeutic treatment teams and the staff of each service/discipline program.
- Develops, reviews, and evaluates individual Rehabilitative Services programs, material, and manuals relating to JCAH, Quality Assurance and Utilization Review processes within the facility with Rehabilitative Services staff and other clinicians.
- Insures that professional standards for all services are met and the rehabilitative services goals are achieved.
- Supervises and overviews assigned section heads and staff for competence in clinical programs and activities, job performance and attendance, etc.; submits written job performance evaluations; recommends promotions for staff; provides staff counseling; and takes disciplinary action if needed.
- Interprets and enforce rules and regulations; develops policies and procedures for the department. Evaluates budgetary needs and develops budget for programmatic and service needs.
- Reviews the setting of direction; definition of professional standards; program content; and quality of service for each component of rehabilitative services in conjunction with staff for each service.
- Serves as liaison with external agencies such as the Division of Vocational Rehabilitation and Sheltered Workshops to facilitate the movement of patients from hospital programs to community programs. Also serves as a resource consultant in rehabilitative services for the hospital community and community at large.
- Supervises the hospital's volunteer program and assures an adequate supply of properly oriented volunteer and coordinates a speaker's bureau.
- Investigates and writes grant applications to Federal, State agencies and private foundations for rehabilitation programs.
- Reviews all special projects within rehabilitative services and provides support, when appropriate, for special projects.
- Attends hospital and community meetings, task forces, etc., residents programs, education, training, etc., as delegated.
- Submits reports, program proposals and evaluations, statistical data, etc., as requested by the Chief Executive Officer.
- Drafts detailed correspondence, prepares and supervises the preparation of clear, sound, accurate, informative, statistical, financial, and other reports containing findings and analyses, conclusions, and recommendations.
- Directs the establishment of essential records and files.
- In the Division of Mental Retardation's Community Service Section
- Coordinates medical rehabilitative services in the Division of Mental Retardation to include physical therapy, occupational therapy, and speech pathology.
- Serves as rehabilitative liaison and consultant with Division of Mental Retardation facilities and other Departmental and Federal components.
- Develops new programs and policies to be utilized throughout the Division of Mental Retardation. Monitors, advises, and cooperates with the Division of Mental Retardation, the Department of Human Services, and other State agencies regarding rehabilitation programs for handicapped students to insure that rehabilitation services are available, accessible, and appropriately used.
- Develops cooperative mechanisms for informing DMR/DHS and other personnel about the practice and scope of the various rehabilitative services and their ethical and legal obligations.
- Develops and carries out needs assessment for rehabilitative services and identifies resources for rehabilitative services.
- Develops standards and mechanisms for monitoring rehabilitative services.
- Prepares instructional materials and instructs staff on standards of practice and legal considerations in dealing with rehabilitative service.
- Supervises the work operation and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.
- Develops certification/licensure procedures for rehabilitative services within the State and investigates licensure and certification requirements for rehabilitative services as needed.
- Prepares necessary correspondence as required.
- Directs the establishment and maintenance of essential records and files.
Education
Graduation form an accredited college or university with a Bachelor's degree supplemented by a Master's degree in rehabilitation, counselling, social work, creative arts therapy, occupational therapy, education, or a related therapeutic field.
Experience
Five (5) years of experience in the field of Rehabilitation Therapy or Mental Health Administration, two years of which shall have included supervision or program administration.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
Knowledge, skills and abilities
- Knowledge of the programs and theories in the field of rehabilitative therapy services.
- Knowledge of resource areas in the field of rehabilitative therapy service.
- Ability to acquire a thorough knowledge of the rules and social services policies of the Department of Human Services in general and related to Rehabilitative Services and mentally/physically handicapped individuals in particular.
- Ability to acquire a thorough knowledge of State and Federal laws and guidelines governing rehabilitative services and treatment.
- Ability to evaluate needs in the area of rehabilitative therapeutic services.
- Ability to locate and utilize all available rehabilitative service resources.
- Ability to learn to utilize various types of electronic and/or manual recording information systems used by the agency, office or related units.
- Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or braille may also be considered as acceptable forms of communication.
