Definition
Under general direction of a supervisory official in the Youth Justice Commission, supervises the parole activities and program management directives within an assigned regional component; does related work as required.
Examples of work
Exercises all powers and rights as a law enforcement officer for the detection, apprehension, arrest, and conviction of juvenile offenders against the law. Organizes, assigns, and supervises the staff of a regional parole office. Evaluates employee performance, makes recommendations for hiring, firing, promoting, and disciplining of subordinates. Collects revenue obligations owed by juvenile parolees as directed by court-imposed orders and agreements. Ensures that recordkeeping activities are maintained and the confidentiality of all related recordings. Coordinates the disbursement of mini-grants and other endowments received as earmarked for the region. Supervises the review of program initiatives designed for rehabilitation objectives for juvenile offender parolees, evaluating individual needs and assessments attained during custodial care activities and applied to intensive supervision requirements. Functions as a public relations coordinator with the various media organizations within the region. Supervises the preparation of text for presentation of speaking engagements and other forums on specific topics of interest. Supervises the coordination of services delivery of vocational centers within the region, evaluating the programming objectives and the level of expected outputs to be achieved. Makes final decision on time and place for probable cause hearings. Reviews each case to analyze all preliminary findings of facts prior to the scheduled hearing. Supervises the case management system process utilized by subordinate staff for evaluation and monitoring parolees' activities associated with assigned cases throughout custodial and community supervision. Supervises health services initiatives and programs for evaluating urine monitoring requirements and psychological profiles for juvenile parolees. Oversees the development of case custodial histories and parole violations recorded for each parolee within the region. Provides guidance to subordinate parole officers in the preparation of detailed corrective action reports. Oversees the review of classification analyses and prior determinations of needs assessments to determine levels of supervision required for parolees case by case. Supervises the evaluation of parole release objectives, which provide program assessments and recommendations for revisions in policy directives in relationship to program effectiveness, achievements, and/or failures. Oversees the development of training programs for parole officer recruits and training needs assessments for other parole staff. Ensures cooperative working relationships with community groups and agencies, education programs, medical and rehabilitative facilities and other organizations interested in the issues and concerns of juvenile parolees. Directs surveillance and monitoring activities to ensure the quality of services delivery. Directs the implementation of updates to community resources directories, providing authorized client services and assistance and ensuring all effected personnel are aware of additions and deletions within said directories. Directs the serving of arrest warrants on parole violators and apprehension and prosecution initiatives. Directs surveillance and covert activities in conjunction with federal and state agencies¿ directives. Directs the review and evaluation New Jersey parolee cases residing out-of-state. Directs the interstate initiatives for juvenile parolees recorded on parole or probation status in New Jersey. Directs the review of extradition requests from other states where New Jersey parolees reside and have been involved in new criminal activities. Directs special investigations in providing evaluations of Executive Clemency Requests by the Governor's Office and/or State Parole Board of Jurisdiction Extradition Requests to other states for parole violators. Directs the review of investigative reports on parolee violations and new criminal activities and recommends finalized courses of action and/or changes in Risk Assessment Classification Requirements. Serves as a hearing officer and provides recommendations, findings of facts, and decisions containing findings, conclusions, and recommendations. Acts as a witness and testifies before formal hearings, Grand Juries, Courts of Law, administrative hearings, or judicial bodies. Directs activities which monitor the efficiency and effectiveness of investigations performed by subordinate parole officers. Directs the process of custody transfer for parolees to interstate jurisdictions and out-of-state jurisdictions and approved extradition requests from other state jurisdictions for transfer of custody. Directs the supervision of case review goals and objectives with subordinate employees and the reassignment of cases between parole officers and the preparation of all case materials to be filed or removed from the parolee service records and files. Directs the supervision, instruction, and guidance of subordinate parole staff. Instructs others in the usage of various types of video, audio, electronic communications, photographic, and computer information systems, and other various types of recording equipment, devices, and manual recordings used by the agency, institutions, facilities, or related components. Directs the communication to subordinate assigned employees regarding changes or revisions to policies, directives, procedures, standards, and practices. Directs the supervision of the maintenance, integrity, and security of all confidential and essential records and files maintained within the region. Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.
Education
Graduation from an accredited college or university with a Bachelor's degree in Social Work, Criminal Justice, Psychology, or related fields of study.
Experience
Four (4) years of experience involving the supervision and counseling of paroled juvenile offenders or probationary work, one (1) year of which shall have been in a supervisory capacity.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position. SPECIAL NOTES: Appointees accepting employment are required to adhere to the employment restriction that they not pursue outside gainful employment during their course of employment unless approved by the Executive Director of the Youth Justice Commission or appropriate designee. Appointees must have successfully completed the New Jersey Police Training Commission and Agency Training course standards for parole supervision, investigations, and other related law enforcement requirements. Shall have qualified in the usage of firearms and the ability to requalify on a semiannual basis.

Knowledge of the care, usage, security, and integrity of firearms, other restraints, and defense equipment. Knowledge of the various community resources to be utilized for enrichment purposes in the social, economic, emotional, and related problems in the rehabilitation process for paroled juvenile offenders and reactions to be expected of such persons subject to restrictive requirements. Knowledge of methods and procedures for conducting investigations of varying types. Knowledge of techniques used in social work administration practices and principles utilized for casework management supervision methods and procedures. Knowledge of law enforcement and administrative procedures for reporting parole violators. Knowledge of methods, practices, and techniques of performing covert operations. Knowledge of law enforcement procedures governing document processing and issuance of arrest warrants. Knowledge of techniques and methods of performing investigative reporting and analyses. Ability to make decisions and prepare extensive correspondence in the course of performing assigned duties. Ability to qualify with firearms on a semiannual basis. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position.
