Definition

Under direction of the Director, Division of Fish and Wildlife or other higher level manager in the Division of Fish and Wildlife, plans, organizes and directs the work programs, activities and staff of an assigned bureau performing complex planning, administrative, environmental or scientific activities related to the areas of fisheries and/or wildlife management; resolves specific technical and administrative issues relative to the work activities of the bureau; does other related work.

Examples of work

• Within Area of Assignment:
• Administers annual work plans, contracts and agreements relating to the functions and responsibilities of the bureau.
• Directs the planning and development of the overall scientific, educational, technical and administrative activities relating to the management of the State's fisheries and/or wildlife resources.
• Develops and organizes the internal organization and work programs of the bureau and develops standards of performance and operating procedures.
• Prepares and interprets the annual operating budget and grant requests of the assigned bureau.
• Coordinates the work of staff conducting fisheries or wildlife research and investigations, environmental reviews and, providing technical assistance and emergency responses.
• Directs all Federal Aid project or grant project activities involving allocated funds and/or private funding.
• Directs the administration of various bureau programs involving special licenses or permits.
• Manages the administrative matters of the bureau.
• Manages work operations and/or functional programs, and has responsibility for employee evaluations and for effectively recommending the hiring, firing promoting, demoting and/or disciplining of employees.
• Directs the creation and implementation of employee and resource user training program.
• Directs, reviews and interprets statistical data regarding fisheries or wildlife resources.
• Directs the creation, implementation and distribution of Fish and Wildlife educational literature and programs.
• Participates in cooperative programs involving Federal, State or other governmental agencies.
• Directs and reviews the creation and distribution of information to the public regarding fish and wildlife resources.
• Directs and reviews the preparation of rules, regulations and/or statutory revisions regarding the state's wildlife or fisheries resources, public lands and/or wildlife/fisheries habitat.
• Provides technical support and guidance to the appropriate councils, committees and/or commissions regarding fisheries or wildlife management activities.
• Directs and reviews the preparation of rules and regulations.
• Prepares and delivers presentations, speeches and testimonies before legislative, professional, technical and lay groups to disseminate information relating to Fish and Wildlife management.
• Establishes and maintains cooperative working relationships with those interested or involved in the work of the bureau.
• Prepares and oversees the preparation of correspondence.
• Prepares and supervises the preparation of statistical, financial and other reports containing findings, conclusions and recommendations.
• Directs the establishment and maintenance of essential records and files and data sources.
• Maintains a management information system to coordinate progress and ensure orderly and efficient handling of both long term and emergency matters.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.

Requirements

POSITIONS IN FISHERIES:

Education

Graduation from an accredited college or university with a Bachelor's degree in one of the Biological Sciences, Fisheries Management or Natural Resource Management with a concentration in fisheries science.

Graduation from an accredited college or university with a Bachelor's degree in one of the Biological Sciences, Wildlife Management or Natural Resource Management with a concentration in wildlife science.

Experience

Five (5) years of experience in a fisheries management program or, in the development of fish information and education programs and associated materials, two (2) years of which shall have been in a supervisory capacity.

POSITIONS IN WILDLIFE:

Five (5) years of experience in wildlife biology and/or the development of wildlife management programs or, in the development of wildlife information and education programs and associated materials, two (2) years of which shall have been in a supervisory capacity.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility is necessary to perform the essential duties of the position.

KNOWLEDGES AND ABILITIES:

Knowledge of research and investigative methods.

Knowledge of management principles and techniques.

Knowledge of the principles and practices of wildlife or fisheries biology and management.

Knowledge of geography, topography, soils, vegetation and/or habitats; and the economic, environmental and social conditions, affecting fishery or wildlife populations in New Jersey.

Knowledge of the methods used to collect and analyze data.

Ability to interpret federal and state laws, rules, and regulations and apply them to specific situations.

Ability to provide assignments and instruction to professional, technical and other staff and supervise and evaluate their performance.

Ability to direct the preparation of research and management reports regarding wildlife and/or fisheries resources.

Ability to plan, organize and direct work program, activities and staff.

Ability to oversee the implementation of fish and wildlife information and education programs.

Ability to develop long and short term management plans.

Ability to prepare and deliver presentations.

Ability to establish and maintain cooperative working relationships with those interested or involved in the work of the unit.

Ability to prepare and direct the preparation of reports and correspondence.

Ability to prepare and administer the Division's budget.

Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related unit.

Ability to read, write, speak, understand or communicate in English sufficiently to perform the duties of the position. American Sign Language or Braille may also be considered as acceptable forms of communication.
