Definition
Under the close supervision of a Librarian 3 or other supervisory official in a state department, institution, or agency, maintains and organizes library resources and provides professional library services to library users; assists in researching and locating information; does other related duties as required.
Examples of work
- Performs the work involved in ordering, checking, purchasing, classifying, cataloging, digitizing, preparing, organizing, and binding library resources in a department technical or other library.
- Selects print and digital resources and prepares recommendations for the acquisition of equipment and supplies needed for the maintenance of the collection.
- Confers with supervisory officials regarding the establishment of proper standards and recommendations for the organization of the technical aspects of the library.
- Assists with the preparation of reading lists, bibliographies, research guides, finding aids, charts, statistical data, and special information required by the library staff, other libraries, state government departments, and the public.
- Provides instruction to students about the use of library materials for research and other educational uses.
- Responds to research requests from library users, utilizing library resources, finding aids, research guides and discovery services.
- Participates in the training and instruction of library users in the use of library resources and research methods.
- Assists in overseeing the assignments of paraprofessional and clerical library staff within the unit.
- Administers funds, as assigned, within the budget allocation of the library, utilizing quarterly and monthly reports of expenditures and balances for allotments.
- Develops informational materials for use by department staff and library users on specialized subjects.
- Prepares and delivers outreach programs to promote library services and collections, as assigned.
- Assists with performing routine library assignments using various library software, discovery services and integrated library system modules.
- Prepares detailed correspondence.
- Prepares clear, technically sound, accurate, and informative financial, statistical, and other related reports containing findings, conclusions, and recommendations.
- Maintains essential records, reports, and files.
- Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Education
A Master's degree in Library or Information Sciences in a library program accredited by the American Library Association or from a New Jersey college Master's program in Library Science that has been deemed acceptable by Thomas Edison State University.
License
Possession of or eligibility for a valid New Jersey certification as a Professional Librarian.
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
- Knowledge of the general principles, procedures, methods, standards, tools, and techniques of modern library science and its application.
- Knowledge of modern library administration and library legislation.
- Knowledge of library methods, techniques, equipment, and standards involving technical services including: selecting, ordering, purchasing, digitizing, classifying, cataloging, and applying metadata to print and digital collections.
- Knowledge of library budgeting systems.
- Ability to organize technical and other library work programs and procedures.
- Ability to participate in the instruction of library users in the use of the library, its resources, and in basic research methods.
- Ability to assist in overseeing the assignments and instructions given to library paraprofessional and clerical employees.
- Ability to comprehend the specific problems and functions of a state department library and to select appropriate print, digital and online resources needed to respond to information queries.
- Ability to prepare informational materials for department speakers.
- Ability to provide information used in the formulation of the budget requests of the library.
- Ability to perform routine library assignments through the use of various library software, discovery services, and integrated library system modules.
- Ability to prepare detailed correspondence.
