Definition

A position in the Judiciary Case Processing Band Court Services Officer Track, both on-site and remotely, performs case management and intake functions; makes recommendations; screens cases for referral to complementary dispute resolution programs; reviews cases to identify discovery and/or case management needs; creates and maintains credible calendars for trials, arbitration hearings and other court proceedings; conducts investigations and prepares reports; collects court-ordered payments; monitors and enforces conditions of programs and/or court order; provides access to social services to assist in rehabilitation of law offenders; and/or makes recommendations for alternate dispute resolution, adjudication, rehabilitation planning and treatment of offenders, including conditional release, substance abuse treatment, and education and employment stipulations. This track is used to classify positions in the central office and in the vicinage Civil Divisions and Pretrial Services Units.<

Experience

Level 2 For case management positions in the central office Clerks' Offices and in the vicinage Civil Divisions and Pretrial Services Units: One year of paraprofessional experience in case management involving gathering, reviewing and verifying case-related information which shall have included one or more of the following: conducting investigations, monitoring casework flow, interviewing clients or customers for needed information, preparing investigative fact-finding reports and/or writing case notes or other case-related correspondence. For AOC Probation Division ISP/JISP positions: One year of paraprofessional experience in case management in the field of probation or community development. Level 3 Two years of professional experience in case management involving gathering and analyzing case-related information which shall have included the exercise of judgment and discretion, and one or more of the following: reviewing cases to identify case management and discovery needs, coordinating with judges and/or attorneys to resolve case issues, and/or preparing reports of findings and recommendations. Level 4 Four years of professional experience in casework involving supervising offenders, and one or more of the following: gathering and analyzing case-related information; determining client needs; providing access to social services, therapeutic interventions, or rehabilitative assistance; and/or preparing reports of findings and recommendations.<

LEVEL SUMMARY

Level 1 - Trainee (Court Services Officer Trainee): As a trainee, receives on-the-job training in case management and intake functions, preparing reports, and making recommendations to the court in order to adequately perform the functions of a Court Services Officer 1. Level 2 - Basic Professional (Court Services Officer 1) : Employees at this level perform case management and intake functions. Screen and monitor cases. Prepare and analyze reports. Make recommendations to the court. In the Administrative Office of the Courts (AOC) Probation Division Intensive Supervision Program (ISP)/Juvenile Intensive Supervision Program (JISP), also supervise participants residing in treatment or residential facilities; assist in developing community sponsors, network teams, group and individual community service sites and employment opportunities for clients; verify curfews, treatment and community service attendance; and coordinate volunteer services of program graduates. In vicinage Pretrial Services, also monitors and enforces conditions of program and/or court order pre-adjudication. Level 3 - Journey Professional (Court Services Officer 2 ): Employees at this level perform case management and intake functions in the central office divisions and courts and vicinage Pretrial Services. Screen and monitor cases. Prepare and analyze reports. Make recommendations to the court. Handle higher level complex caseload and responsibilities. May advise staff or team members on work in progress. In vicinage Pretrial Services, also monitors and enforces conditions of program and/or court order of higher risk defendants pre-adjudication. Level 4 - Mastery Professional (Court Services Officer 3) : Employees at this level performs case management functions in the Administrative Office of the Courts (AOC) Probation Division Intensive Supervision Program (ISP)/Juvenile Intensive Supervision Program (JISP) only. Conduct high impact investigations and prepare responses; supervise, monitor and enforce conditions of the program and/or court order of a high-risk, chronic or acute client population post-adjudication. Provide technical advice and expertise on policy, procedures, special programs, and case management processes. May act as mentor or lead worker. NOTE: The above summary and following examples of work are for illustrative purposes only. Any one position may not include all of the tasks listed, nor do the examples cover all of the duties, which may be performed. Tasks are cumulative; higher level include the tasks associated with lower. SUBSTITUTION

Level 1 Current New Jersey Judiciary employees who do not possess the required education may substitute: · Additional paraprofessional and/or professional experience in case management involving gathering and analyzing case-related information which shall have included the exercise of judgment and discretion, and one or more of the following: reviewing cases to identify case management and discovery needs, coordinating with judges and attorneys to resolve case issues, and/or preparing reports of findings and recommendations. This experience may be substituted on a year-for-year basis with one year of such experience being equal to 30 semester hour credits. · An associate degree from an accredited college or university and two years of additional paraprofessional or professional experience as described above. Levels 2, 3 and 4 Applicants who do not possess the required education may substitute additional paraprofessional or professional experience on a year-for-year basis with one year of such experience being equal to 30 semester hour credits. An associate degree from an accredited college or university and two years of additional paraprofessional or professional experience may be substituted for a bachelor's degree . Levels 3 and 4 A master's degree from an accredited college or university may substitute for one year of experience. Advancement Level 1 Appointees who successfully complete the twelve-month training period will be eligible for advancement to the Court Services Officer 1 title.<
