Definition

Under the direction of the Director or Deputy Director, functions as a manager of an organizational unit within the office of Administrative Law, in any of the following areas: Administrative Rules; Judicial Education; Judicial Evaluation; Library and Research; Chief of Administration; Office of the Clerk; and Standards and Procedures. Responsibilities include planning, developing, and organizing assigned work programs; analyzing, interpreting, and providing guidance relating to applicable statutes and regulations; providing technical advice to peers, management, and subordinates; recommends formulation and revisions of policy, regulations, methodologies, procedures, and strategies to achieve organizational goals; performs related managerial workload assignments as required; does other related duties as required.

Examples of work

  • Functions as the principal advisor for the Director or Deputy Director to appraise a specific program, identified issue, or policy.
  • Conducts settlement conferences as assigned and ensures appropriate processing of case files.
  • Oversees the day-to-day operation of the local scheduling unit specifically in the supervision of the docketing, data entry, withdrawals, filing, decisions, and case close-out functions.
  • Coordinates judicial training and continuing education for the administrative law judges.
  • Serves as liaison between functional unit and the administrative law judges, assignment judge, other State agencies, members of the Bar, and the public.
  • Coordinates recruitment of law clerks and legal interns including interviewing, selecting, hiring, and training new law clerks.
  • Manages the libraries and central research staff including assignment and review of research projects.
  • Drafts OAL new rules, amendments, and re-adoptions securing appropriate review and timely adoption, including coordination with other agencies, drafting proposal and adoption, and providing secondary notice.
  • Reviews requests for interlocutory review received by director; after consultation with director, drafts order granting or denying review and final order.
  • Reviews legislative bills to ascertain which may impact OAL and coordinates appropriate response with Director and Deputy Director including submission of written comments, provide testimony before committees, and coordinate with other agencies.
  • Develops hearing procedures to respond to new case jurisdiction or process or to remedy problems; coordinates with OAL and agency personnel to determine process, draft necessary rules, memos, boilerplate, etc.
  • Implements and administers the rulemaking provisions of the Administrative Procedure Act for all State agencies including the review of State agency rulemaking documents for statutory and regulatory compliance and approval for publication.
  • Publishes the New Jersey Register and the New Jersey Administrative Code.
  • Serves as primary administrator of New Jersey's regulatory - Sunset Law' {Executive Order No. 66 (1978) and N.J.S.A. 52:14B-5.1}.
  • Compiles documentation for legal and/or administrative proceedings.
  • Coordinates preparation of concise, detailed, informative reports containing facts, findings, conclusions, and recommendations.
  • Determines appropriate disposition of correspondence or other written material.
  • Determines organizational goals and objectives, establishes or recommends policy, and allocates resources.
  • Recommends regulations, policies, and procedures to improve the effectiveness and productivity of the unit supervised.
  • Manages work operation of functional unit and has responsibility for staffing, training, employee evaluations, and recommending the hiring, firing, promoting, demoting, and disciplining of employees.
  • Assigns staff to projects in accord with specific needs, available resources, present workload, and assigned priorities.
  • Reviews projects to determine status, nature of findings, and the need for direction or realignment of priorities.
  • Coordinates development or implementation of policies and procedures designed to accomplish broad-based goals or objectives assigned by the Director.
  • Summarizes information from files, reports, documents, research, notes or meetings.
  • Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Education

Graduation from an accredited Law School with a Law degree.

Experience

Five (5) years of legal research experience with a public or private agency, two (2) years of which shall have been supervisory in nature.

License

Appointee must be eligible to practice as an Attorney-At-Law in the State of New Jersey.

Appointees must possess a current Certificate of Good Standing issued by the New Jersey Board of Bar Examiners, or other license to practice law issued by any State in the United States.

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

  • Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of Communication.
