Definition
Under the direction of the Director of a Division, or a group of programs, District Health Officer, has charge of a specialized phase of a public health program, with wide latitude for independent judgment in planning, organizing and directing the program; or has charge of a central administrative and consultative service in the development and application at a local level of a specialized program; does related work as required.
Examples of work
- Directs and applies a phase of statewide program within a specialized field of public health, accomplishing this objective through personal conduct of clinical services, through personnel directly responsible to him/her; or through the staff of local health departments.
- When assigned to Department headquarters' staff work, provides consultative service and effects goals through the field personnel of the District State Health Offices or the programs.
- Studies and evaluates health programs and problems with particular reference to the special field and makes recommendations for changes of policy and procedure to the Director of the Division; receives, studies and analyzes reports; enforces laws and regulations pertaining to the specialty through the cooperation of the Districts Health Offices and the Programs; serves in a liaison capacity with both non-official workers in the special field and with the representatives in the generalized public health program; cooperates with governmental agencies of the State and local areas to promote the physical and vocational rehabilitation of treated cases of the special field; cooperates with consultants in the community health organization; assists the Director of the Division in interesting all groups concerned with the special field in order to coordinate activities, eliminate duplication and centrally plan for special field activities.
- Plans and directs case-findings surveys of selected groups and conducts the epidemiological service incidental thereto; plans and takes part in staff development programs of public health and other professional workers concerned with the special field; secures material for health education such as books, pamphlets, movies, charts, posters and radio programs and is responsible for approving the technical medical aspects of these media, effecting this objective through the Division of Administration; promotes, organizes and carries on a Statewide technical educational program for professional groups in the special field; serves as consultant in statistical and evaluation surveys in cooperation with other program and Divisions.
- Assigns, instructs and supervises physicians and other technical public health, clerical and other staff.
- Promotes and assists in developing the specialty in local communities, consults with and advises local communities in developing and carrying on the special services; promotes and assists in establishing and maintaining standards of outpatient medical care in the special field; secures cooperation from and assists institutions and professional groups in providing services.
- Aids the Division Director in the preparation of budgets and plans.
- Attends clinics and meetings of State, county and other health committees, service groups, professional organizations and voluntary and other groups interested in promoting the special field of public health.
- Reviews literature and keeps abreast of developments in the specialized field, sharing this information with the staff of the Department and with others interested in the field.
- Prepares reports and writes articles; prepares and delivers talks and lectures.
- Supervises and maintenance of records and files.
Education
Graduation from a medical school accredited by the New Jersey Medical Examiner's board supplemented by 1 year of post graduate training.
Experience
Two years of comprehensive medical experience in private or public health activities or eligibility for certification in the board qualified specialty.
License
Applicants must obtain a license to practice medicine in the State of New Jersey within six (6) months of appointment.
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
- Thorough knowledge of the principles and practices of public health administration, especially as related to the field of the medical specialty; of current social and economic problems relating to public health administration; of community resources and interrelationships and of the provisions of Federal, State and local public health laws.
- Thorough knowledge of the policies and practices of the Department and the Division concerning the integration of the program of the special field with the overall program of which it is a part.
- Thorough knowledge of the procedures used in obtaining and disseminating health information to professional and lay groups and of case-finding techniques.
- Thorough knowledge of the problems involved in dealing with the various persons in local governments, civic organizations and others concerned with the problems of the special field.
- Thorough knowledge of the methods used in compiling and analyzing public health data, drawing valid conclusions therefrom and using such analyses and conclusions in carrying on work programs.
- Thorough knowledge of the records needed in carrying on the work of the special field; of the difficulties encountered in enforcing laws, rules and regulations by means of litigation and of the means likely to prove efficacious in securing their voluntary observance.
- Thorough knowledge of education and in-service training of personnel and of the practices of directing personnel assigned for immediate supervision.
- Ability to establish and maintain constructive working relationships with professional and lay groups.
- Ability to present ideas clearly and concisely and to develop executes procedures to be carried out by personnel assigned to the special field.
- Ability to plan and execute work efficiently within established budgetary limits; to coordinate and cooperate with other medical personnel within and without the Division in the furtherance of the public health program and to work cooperatively with non-medical members of the staff, whether associates or subordinates, and with other representative of the Department.
- Ability to exercise good judgment in evaluating situation and to maintain a sense of proportion with regard to the special field, in order to integrate in with the balanced over-all program of the Department.
- Ability to analyze governing laws, rules and regulations; to bring about the observance by local and voluntary groups of adopted policies, standards and procedures by means of education, persuasion and negotiation.
- Ability to develop and direct a well-rounded program in the field of the specialty, utilizing efficiently the personnel, funds and other facilities of the Division.
- Ability to plan and administer record-keeping systems and statistical interpretative techniques suitable for use in evaluating program results and employee effectiveness.
- Ability to prepare correspondence in the course of official duties.
- Ability to prepare clear, medically sound, technically accurate and informative reports.
- Ability to maintain essential records, reports and files.
- Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign language or braille bay also be considered as acceptable forms of communication.
