Definition

Under supervision in a state department or agency, provides technical assistance concerning building project status and requirements, maintains various control records to identify status of building projects under construction, assists with the issuance of construction permits and/or certificates in accordance with the New Jersey Uniform Construction Code and model codes; may take the lead over the work of clerical staff; does other related duties as required.

Examples of work

  • Maintains control records of construction projects to ensure accurate recording of all information relative to the New Jersey Uniform Construction Code (NJAC 5:23).
  • Monitors receipt of required forms, building plans, and other relevant documents and revisions for all construction projects to verify compliance with requirements of the New Jersey Uniform Construction Code, concerning time frame, development of construction projects as proposed, approved project costs, and other relevant data; notifies project personnel of material not on file or discrepancies in material received.
  • Prepares detailed information reports based on compilation of project data collected as required by various inter- and intra-departmental agencies and general public.
  • Assists supervisor in coordinating project activities by providing information as to project status and compliance with departmental regulations and procedures.
  • Reviews all incoming and outgoing correspondence for all relevant project-monitoring information and enters data into various records to update project status.
  • Maintains inspection logs for all Subcode officials in work unit.
  • Monitors plan review deadlines.
  • May take the lead with employees engaged in a variety of work in connection with executing special requests for information in accord with established rules and regulations.
  • Process fees for submitted projects including sending correspondence for incorrect amounts, coordinating refunds and making daily deposit of collected fees.
  • Develops forms and form letters for internal and external use to obtain detailed information for monitoring and reporting status and costs of construction and equipment installation projects.
  • Prepares correspondence in response to inquiries from government agencies and other involved parties to provide information regarding specific project status situations.
  • Replies to telephone requests to provide additional information and clarification regarding material that is needed for compliance with the New Jersey Uniform Construction Code and model code regulations to resolve discrepancies and conflicts.
  • Logs in all architectural plans received by work unit for review of required project information, and distributes to plan review and construction staff or other review agencies as necessary.
  • Develops and continually evaluates and updates methods of operation for project monitoring to ensure that most effective means are utilized to determine and report current status of all construction projects.
  • Receives building inspection reports which identify compliance deficiencies and construction plan of correction for same.
  • May participate in special assignments to assist with review and analysis of the impact of compliance with new rules, regulations, standards; compiles statistics and summarizes information for program staff.
  • Maintains essential records and files.
  • Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Experience

Three (3) years of experience with an engineering, architectural, construction company or a government agency in the coordinating or monitoring of various phases of construction work involving the processing, review and/or issuance of construction permits or certificates in accordance with the New Jersey Uniform Construction Code (NJAC 5:23) and adopted model codes.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

  • Knowledge of procedures relating to the New Jersey Uniform Construction Code and model codes after a period of training.
  • Knowledge of approved plans, approving agencies, and various projects reviewed by department staff after a period of training.
  • Knowledge of construction, architectural, engineering, and inspecting problems and methods to determine corrective actions and compliance with standards and approved plans.
  • Knowledge of construction phases, construction terminology, and technical work performed on large scale buildings.
  • Knowledge of report preparation methods and their application.
  • Ability to understand the plan approval process, approving agencies, and various projects reviewed by department staff after a period of training.
  • Ability to understand construction permit and certificate procedures necessary for construction or alteration work approval.
  • Ability to review and differentiate between original and revised construction plans, work orders, inspection reports, and detailed correspondence to distribute material to appropriate staff, update status reports, inspect facility, and confirm compliance with standards/regulations or investigate complaints.
  • Ability to understand standards and established guidelines to determine compliance with such standards to meet New Jersey Uniform Construction Code requirements.
  • Ability to communicate effectively regarding project and its various phases and explain or obtain information.
  • Ability to organize work and develop work methods.
  • Ability to prepare complex and detailed technical correspondence and reports.

  • Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
  • Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
