Where this title is used

Field Representative, Housing Rehabilitation is a local service title. It is filled by the counties, municipalities, authorities and other employers that have adopted civil service under Title 11A, not by State departments. Definition

Under direction, performs field and office work involved in the implementation of a housing rehabilitation program; does other related duties as required.

Examples of work

  • Explains to property owners the policies, procedures, and objectives of the housing rehabilitation program which is designed to assist low and moderate income families to make home improvements.
  • Assists applicants in filing applications to obtain money, materials, and tools to make home repairs.
  • Inspects homes to see the amount of work that has been completed and to ensure that tools and materials are properly used.
  • On making an onsite inspection and finding work incomplete, informs contractor of what needs to be corrected or completed.
  • Uses independent judgment in granting extension of time to complete work.
  • Evaluates work completed and notifies responsible parties so that a decision can be made to release or not release funds according to payment schedule.
  • Conducts final inspection to determine if repairs have been completed in accord with program requirements, and certifies that work has been completed satisfactorily.
  • Takes photographs of outside and inside of dwelling for reference and reporting purposes.
  • Receives complaints from program participants and resolves routine complaints.
  • Refers complaints of a difficult nature to the supervisor.
  • Speaks with individual property owners and small neighborhood groups concerning technical requirements of the program and disseminates relevant informational materials.
  • Interviews program participants after completion of projects for purpose of filling out questionnaires evaluating the program.
  • Prepares reports of inspections.
  • Prepares correspondence.
  • Maintains essential records and files.
  • Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Experience

Two (2) years of experience in either the preparation or revision of building construction plans, or the inspection or supervision of the construction of buildings, or as a journeyman in the building construction structural trades.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge, skills and abilities

  • Knowledge of inspection methods involved in preventing and eliminating blight and/or substandard housing accommodations and in all phases of building construction.
  • Knowledge of problems and conditions encountered in blighted and substandard neighborhoods.
  • Ability to comprehend rules and regulations of a limited complexity.
  • Ability to use tact and courtesy in making investigations and to observe significant conditions.
  • Ability to work harmoniously with associates and other groups and individuals engaged in or concerned with the work of the program.
  • Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
  • Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
