Definition
Under direction, administers the rehabilitation and preservation programs of a jurisdiction to revitalize, rehabilitate, preserve, or restore residential, commercial, and noncommercial buildings and other neighborhood structures and facilities; does related work as required.
Examples of work
Directs, plans, and implements programs designed to rehabilitate, preserve, or restore residential, commercial, and noncommercial buildings within a jurisdiction. Conducts neighborhood area surveys designed to establish the need for public and private building improvements. Develops various forms, questionnaires, and so forth to acquire information for implementing, monitoring, and evaluating the programs, ascertaining the eligibility of residents for program participation, and for use in preparing reports. Monitors neighborhood preservation programs to ensure compliance with federal and/or state funding grants and guidelines. Analyzes the financial status of the property owner and determines their eligibility for a loan from the jurisdiction or a loan or grant from the federal government for rehabilitation or preservation programs. Edits public informational material such as brochures, pamphlets, and newsletters concerning these programs. Makes oral presentations to explain programs before various types of media such as newspapers, radio, and television. Addresses business, civic, church, and other neighborhood groups to inform them of the aims of the programs and to enlist their cooperation. Initiates the bidding process for contracting out the rehabilitation or preservation repair work. Prepares the contract between the contractor and property owner. Aids property owners in securing bank loans. Locates funding sources for existing or proposed rehabilitation, preservation, or restoration of buildings. Processes applications for aid on behalf of the governing body for securing funding for rehabilitation or preservation projects. Establishes and participates in a citizen participation program to enable homeowners and residents to be knowledgeable and involved with the planning and implementation of the programs. Supervises program staff either directly or through subordinate superiors. Administers disbursement program funds with concomitant fiscal records. Compiles required reports. Establishes and maintains essential files. Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of principles and methods of organization, planning, management control, and supervision. Knowledge of functions and interrelationships of federal, state, and local governments. Knowledge of methods and procedures involved in obtaining federal and state grants. Knowledge of objectives of federal, state, and local community development programs. Knowledge of improving housing resources, community services, and public facilities. Knowledge of compiling and analyzing data for the purpose of writing factual reports. Knowledge of methods for rehabilitating and restoring declining neighborhoods. Ability to establish and maintain cooperative working relationships with federal, state, and local agencies, neighborhood groups, contractors, and other concerned individuals. Ability to effectively communicate information concerning programs to the public through speeches and preparation of brochures, pamphlets, and so forth. Ability to develop and implement policies and procedures consistent with the aims and goals of the programs. Ability to closely monitor expenditures under the grant programs to ensure they do not exceed spending limits and that funds are being allocated for proper uses. Ability to plan, organize, and coordinate the activities required under the funding program grant. Ability to effectively supervise staff. Ability to prepare clear, sound, accurate, and informative reports. Ability to establish and maintain accurate financial and other records. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Seven (7) years of professional managerial, administrative, or supervisory experience which shall have involved the organization, direction, planning, and coordination of community development programs or projects. OR Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience. OR Possession of a master's degree in Business, Public Administration, or Urban Planning from an accredited college or university; and two (2) years of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
