Definition
Under direction, supervises and/or performs highly responsible planning work involved in the physical development, preparing, and conducting of planning surveys and compiling and analyzing these survey data; transposes statistical data into visual form and engineering work involved in the design, maintenance, and construction of all types of roads, and in the regulation, flow, and other phases of traffic; does other related duties as required.
Examples of work
- Develops the working procedures involved in the making of surveys, the development of designs for all types of roads, the preparation of construction or rights of way, and in the research connected with the design, maintenance, and construction of roads.
- Takes a leading part in planning and supervising the execution of research undertakings for the purpose of determining more effective designs and plans.
- Supervises and/or performs the work involved in preparing and undertaking studies of population, land use, land value, and zoning and traffic in conjunction with the county master plan and programs of municipal planning.
- Prepares maps and graphs.
- May serve on technical committees of organizations concerned with physical development and traffic problems.
- Prepares reports.
- Drafts correspondence.
- Establishes and maintains records and files.
- Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Education
Graduation from an accredited college or university with a major course of study in Civil, Mechanical or Electrical Engineering.
Experience
Three (3) years of responsible professional work experience in municipal, county, regional, or state planning.
License
Appointees will be required to possess a driver's license valid in NJ only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
Knowledge, skills and abilities
- Knowledge of the engineering problems involved in the design, maintenance and construction of all types of roads.
- Knowledge of the problems involved in planning work.
- Knowledge of the accepted theories, concepts and techniques of planning and of the principles, techniques, and devises used in transposing statistical data into visual form.
- Ability to organize assigned technical planning work and develop effective work methods.
- Ability to prepare accurate and informative planning reports containing findings, conclusions and recommendations.
- Ability to provide technically sound planning advice, assistance and instructions.
- Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
- Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
