Definition

Under direction, takes the lead or performs the more difficult inspection work and area surveys involved in the implementation of a Property Maintenance Code Enforcement Program designed to eliminate neighborhood blight and substandard structures by inspecting residential, business, commercial, and industrial structures; performs related public information work on structural maintenance and renovation techniques; does other related duties as required.

Examples of work

• Inspects business, commercial, industrial and residential structures to discover and correct health, safety, and structural violations of the established Property Maintenance Code.
• Serves property owners with notices of violations.
• Reinspects residential, business, commercial, industrial, and residential structures after completion of repairs to determine whether violations have been corrected and that repair work has been performed in accord with requirements of the Property Maintenance Code.
• May assist in conducting neighborhood area surveys designed to establish need for public and private neighborhood improvements.
• Meets with larger groups of property owners, tenants, merchants, and manufacturers to inform them of technical requirements of the Property Maintenance Code and of possible financing methods in making required improvements.
• Addresses meetings of business, civil, church, labor, school, and other neighborhood groups to inform them of the aims of the division's area inspection programs and to enlist their participation.
• Prepares reports of investigation.
• Testifies at hearings and court proceedings on condemnation procedures andprosecution of violators.
• Maintains files and records.
• Provides assignments to assigned field representatives.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Experience

Three (3) years of experience in either the preparation or revision of building construction plans, the inspection or supervision of the construction of buildings, or as a journeyman in the building construction structural trades.

License

Applicants conducting inspections under the New Jersey Hotel and Multiple Dwelling Law (NJSA 55:13A-1 et seq.), for the State Local Cooperative Housing Inspection Program (SLCHIP), must possess a valid license as an inspector Multiple Dwelling, issued by the New Jersey Department of Community Affairs.

Knowledge, skills and abilities

• Knowledge of problems involved in making investigations for violations of the Property Maintenance Code especially as they apply to the inspection of residential, commercial, and industrial structures.
• Knowledge of the varied conditions and factors likely to be in violation of code enforcement program regulations.
• Ability to comprehend established rules and regulations of a limited complexity.
• Ability to use tact and courtesy in making investigations, and to observe significant conditions.
• Ability to work harmoniously with associates and other groups and individuals engaged in or concerned with the work of the program.
• Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

Successful completion of a course involving the Principles of Housing Inspection may be substituted for six (6) months of indicated experience. Such courses are available at local community colleges.

A current and valid license as an Inspector, Multiple Dwelling, issued by the New Jersey Department of Community Affairs, may also substitute for six (6) months experience indicated above, except when the license is required as indicated below.

In addition to the Inspector, Multiple Dwelling license, applicants in municipalities that are the local enforcing agency of the New Jersey Hotel and Multiple Dwelling Law (NJSA 55:13A-1 et seq.) in the State Local Cooperative Housing Inspection Program (SLCHIP), may be required to possess a valid license as a Housing Code Official, issued by the New Jersey Department of Community Affairs.

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
